CITY OF COLTON AGENDA REPORT, FOR COUNCIL MEETING OF JANUARY 21, 1997 TO: Honorable Mayor and City Council APPROVAL: Mali r `eman, City dna FROM: aurora Community Devel ment D' ector SUBJECT: Amendment of Contract with Topp" g s` bquessn n#s�Irc., for Additional Work on the Capital Infrastructure Study DATE: January 13, 1997 BACKGROUND: On September 19, 1995, the City Council approved a consultant agreement with Topping Jaquess Consultants, in the amount of $77,365, to prepare a Capital Infrastructure Study for the City. DISCUSSION/ANALYSIS: The Consultant has completed the study; however, at a Public Hearing before the Planning Commission, the Commission determined that further public review and outreach efforts are required, and that additional research and information is necessary in order to provide a broader understanding of the proposed capital infrastructure fees. In order for the Consultant to proceed with the additional work and attend additional public meetings, an amendment to the existing contract is required. Attached is a copy of the additional work that will be required by the Consultant. The cost of the amendment for this additional work is $25,190. Staff -has reviewed the contract amendment and recommends Council's approval ALTERNATIVES: Should Council choose not to approve the amendment, any additional research would need to be completed by Planning Staff. In view of the Division's limited staff, the additional request would place an enormous burden on the Division's ability to continue providing an acceptable level of customer service. FINANCIAL IMPACT: There will be no impact to the General Fund. Funds for the amendment would derive from the County of San Bernardino, based on negotiations for the new County Hospital. ENVIRONMENTAL IMPACT: None, RECOMMENDATION: Staff recommends that City Council approve the contract amendment with Topping Jaquess Consultants, Inc., in the amount of $25,190, for the Capital Infrastructure Study, and authorize the Mayor to execute the Agreement on behalf of the City.
