CITY OF COLTON <br />AGENDA REPORT <br />For the Council Meeting of September 16, 1997 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />APPROVAL: LEN WOOD, INTERIM CITY MANAGER <br />FROM: THOMAS K. CLARKE, UTILITY DIRECTOR <br />SUBJECT: APPROVAURATIFICATION OF THE RIX OPERATIONS & MAINTENANCE <br />AGREEMENT BETWEEN THE CITIES OF COLTON AND SAN BERNARDINO <br />DATE: SEPTEMBER 3, 1997 <br />BACKGROUND: <br />The Regional Rapid Infiltration Extraction (RIX) Tertiary Water Reclamation Facility for the <br />Cities of Colton and San Bernardino was approved for construction in 1994. The construction <br />work was completed in April, 1996; and the RIX facility went into operation at that time. The <br />Cities of Colton and San Bernardino share the expense of the RIX on a percentage basis (20% <br />and 80%respectively). <br />DISCUSSION/ANALYSIS: <br />The two Cities formed a Joint Powers Authority (JPA) to oversee the RIX operations. The JPA <br />was previously approved by Colton's City Council in 1995. However, the RIX Operations and <br />Maintenance agreement was not presented to Council for approval due to a delay in obtaining <br />the City of San Bernardino's approval Council Member Hutton, the City's elected <br />representative on the JPA, has requested that the RIX Operations and Maintenance <br />agreement be ratified by the Utilities Commission and Council due to its budgetary <br />commitments. The Utilities Commission ratified the agreement at its September 8, 1997 <br />meeting. <br />ALTERNATIVES: <br />None <br />FINANCIAL ANALYSIS: <br />The City of Colton's FY97-98 Wastewater Operations and Maintenance Budget included an <br />appropriation in the amount of $482,091 for the City's share of the RIX Operations and <br />Maptqnance costs. The amount budgeted includes a contingency amount for any additional <br />tes or work as a ere uired a Regional Water Quality Control Board. <br />Thomas K.
