Parrish, Senior Program Manager � <br />SUBJECT: Recommendation for Award of Contract to Aman <br />Environmental Construction, for the Construction <br />of Street, Storm Drain, Traffic and Landscaping lmprovements <br />on Pepper, San Bernardino, Meridian and Rancho Avenues, <br />in the amount of $2,465,237 <br />DATE: September 4, 1997 <br />BACKGROUND: <br />On May 2, 1995, the City of Colton approved the Memorandum of Understanding <br />("MOU"} between the County of San Bernardino and the City of Colton for the <br />Construction of Traffic Mitigation and Infrastructure Improvements. The MOU <br />specifically provides fior the construction af off-site infrastructure improvements <br />immediately adjacent to the San Bernardino Medicak Center Relocation Project. The <br />MOU was approved by the County ofi San Bernardino Board of Supervisors on June 27, <br />1995. <br />Section 2.3 of the MOU states that the County has found and determined it to be <br />advantageous for the County to advance 100 percent of all the costs far the project <br />components listed in attachment one of the MOU and defiined in summary detail in <br />attachment �three. The project components 1is#ed in the aforementioned attachments as <br />the "1998 Traffic Mitigation Measures" (with modifications due to the con�guration of <br />the I-10 Pepper Avenue Interchange) are the primary components to be inc{uded in the <br />attached cou�struction contract. <br />DBSCUS�iGIVIANALYSlS: <br />On June 17, 'i997, ihe City Council provided authorization to bid the project and the <br />notice inviting bids was pubiished on June 25 and again on July 2, 1997. Sealed bids <br />received frou�n ten separaie contractors were opened publicly on July 29, 'l997. The low <br />bidder's proposal was reviewed for experience, accuracy, and references were <br />checked, by aur project consultant.
