CLARKE, UTILITY DIRECTOR SUBJECT: APPROVAL TO ELIMINATE SOUTHERN CALIFORNIA i EDISON AS ' A SCHEDULING COORDINATOR FOR PALO VERDE-SYLMAR TRANSMISSION SERVICE DATE: MARCH 18, 1999 BACKGROUND Southern California Edison Company {SCE) provides transmission service between Palo Verde and Sylmar to the Los Angeles Department of Water and Power (LADWP). LADWP has assigned 15 MW of transmission service to the City of Colton (Colton) pursuant to the Los Angeles -Colton ANPP/Sylmar 15 MW Transmission Service Agreement. DISCUSSION/AN SCE acts as the scheduling coordinator for the use of the 15 MW transmission service. Currently, Colton's scheduling coordinator, Sempra Energy Trading, has to go through SCE to schedule our transmission entitlement with the California Independent System Operator (CISO). Due to deregulation and restructuring changes in the electric utility industries, it is unnecessary for the City to have two scheduling coordinators. In order to maximize operational and financial benefits, Staff sees it as beneficial to schedule Colton's entitlement directly to CISO through its scheduling coordinator, and eliminate SCE from the scheduling link. This will also enable the City to receive the ancillary service credit for our firm resources which is not available to the City now, but is currently available to SCE as the scheduling coordinator. This requires modification of the existing agreements between SCE and Colton. Not applicable in the restructuring environment FINANCIAL IMPACT: None.
