Parrish, Assistant City Mana e <br />9 r, <br />SUBJECT: Authorization for the Solicitation of Bids for the Construction of the <br />Randall Avenue Storm Drain Project and the Appropriation of Funds <br />for the Project from the CFD 89-2 Construction Fund <br />DATE: March 29,1999 <br />BACKGROUND: <br />In order to move forward with our efforts to mitigate the flooding that occurs in the areas <br />bounded by Eucalyptus Avenue on the West, Meridian Avenue on the East, Randall <br />Avenue on the North and Valley Boulevard on the South we are proposing the <br />construction of a project known as the Randall Avenue Storm Drain. The Randall <br />Avenue Storm Drain was presented to and approved by the Community Facilities <br />District Commission on March 1, 1999. <br />Before we elaborate on the Randall Avenue Storm Drain it is appropriate to mention <br />that the Randall Avenue Storm Drain is only one facet of a three pronged approach <br />designed to mitigate the flooding experienced in the locations described above. <br />THE THREE PRONGED APPROACH <br />The three -pronged approach consists of three separate projects designed to mitigate <br />flooding. The three projects include the Valley Boulevard Relocation / Pepper Avenue <br />Interstate 10 Interchange Improvement Project, the Project 3-5 Storm Drain Phase 11 <br />Project and the Randall Avenue Storm Drain Project. <br />u The Valley, Boulevard Relocation I Pepper Avenue Interstate 10 Improvement <br />Project <br />The Valley Boulevard Relocation / Pepper Avenue Interstate 10 Improvement Project <br />includes improvements to an intersection that has been historically plagued by flooding. <br />The improvements associated with this project include new pavement and beefed up <br />culverts that will transfer water out of the intersection into more appropriate locations. <br />This will have a significant impact on the existing condition at the intersection of Valley <br />Boulevard and Pepper Avenue. These are County of San Bernardino projects. The <br />latest estimates by the County of San Bernardino indicate that construction of the <br />Valley Boulevard improvements should begin around October 1, 1999 and should be <br />completed by March 31, 2000. The Pepper Avenue / Interstate 10 Improvements <br />should begin around February 1, 2000 and should be completed by February 28, 2001. <br />Item # 20 <br />
