AGENDA REPORT <br />For Council Meeting of June 1, 1999 <br />TO: Honorable Mayor and Members of the City Council <br />FROM: Patrick G. Crowe, Chief of P is <br />SUBJECT: Hearing to Determine Whether to Revoke Rocks Club Dance Permit <br />DATE: June 1, 1999 <br />Background: <br />On December 8, 1998, the Planning Commission approved the Design Review Committee's <br />recommendation to approve the Olympia Grill & Lounge's request for modification of their <br />existing conditional use permit (CUP) allowing the sale and on-site consumption of alcoholic <br />beverages. The staff report for this item indicated that the modification to the CUP was needed <br />for the purpose of changing the designation of the existing use from "family restaurant" to a <br />"sports lounge and night club" known as the "Rocks Club." Thereafter, City staff determined <br />that the proposed sports lounge and night club would include public dancing and the applicants <br />were also directed to apply for a dance permit. <br />On April 6, 1999, the City Council approved a dance permit for the Rocks Club, subject to a list <br />of conditions that included, among others: <br />1. Limitations on 18 year-old dance nights; <br />2. Maintenance and enforcement of a Title 47 alcohol license; <br />3. Implementation of a designated driver program; <br />4. Designation and monitoring of parking spaces for Rocks Club patrons; <br />5. Incorporation of a security plan, including use of state certified security guards; and <br />6. Prohibitions on adult entertainment uses. <br />A copy of the dance permit and the conditions of approval is attached as Exhibit A. <br />Discussion: <br />Since the opening of the Rocks Club, City staff and the Police Department have monitored the <br />Club's compliance with the conditions of approval for both the CUP and dance permit. The <br />monitoring was implemented because Police Department investigations of other similar clubs <br />owned by the applicants in the Cities of Riverside, Victorville and Rialto revealed numerous <br />RVPUB4MA?,D512779 <br />i <br />
