CITY OF COLTON <br />AGENDA REPORT <br />FOR CTTY COUNCIL MEETING MAY 4,1999 <br />TO: Honorable Mayor and City Council <br />APPROVAL: Henry Garcia, City Manager <br />FROM: Dennis Morris, Human Resource Director�� _ <br />SUB.TECT: Approval Of Amendment And Reorganization To Resolution 2240 <br />"Personnel System Rules And Regulations" And The Amendment Of <br />Ordinance No.1122 "Civil Service System". <br />DATE: Apri126,1999 <br />BACKGROLTND: <br />The City of Colton Personnel Rules and Regulations and the Civil Service Ordinance have not been <br />reviewed or updated since 1962, hence they are in need of consolidation and rearganization. <br />DISCUSSION/ANALYSIS: <br />One of the most visible problems with rule compliance is that the Administrative Policy Manual is <br />confusing to anyone seeking clear, complete procedures. Some rules are referenced throughout the manual <br />rather than having all of the information on ane subject in one area. In addition, the Civil Service <br />Ordinance contained items that should be reorganized to be included in the Personnel Ru1es and <br />Regulations; and the Personnel Rules and Regulations contained items that needed to be included in the <br />Civil Service Ordinance. To make the rules easier to interpret for enforceability, the attached revised <br />Personnel Rules and Regulations and the Civil Service Ordinance has been reorganized with previouslX <br />aproroved revisions (no actual changes were made), in order to gather like information for quick and <br />accurate reference. All resolutions making changes to the 1962 version are now referenced in the updated <br />version. <br />With this revision/re-organization, this will be our first step in completing a new Administrative Policy <br />Manual that will be more "user friendly" and assist our staff with the tools to administer the rules.
