Parrish, Assistant City Manager SUBJECT: Consider the Re -Opening of West Valley Park and Proceed with "Phase One" Improvements with Funding Acquired through the Memorandum of Understanding between the County of San Bernardino and the City of Colton DATE: April 28,1999 BACKGROUND: When the Memorandum of Understanding between the County of San Bernardino and the City of Colton was approved in 1995, $100,000 of discretionary funding was provided by the County, to the City of Colton for three consecutive years. After the first year of discretionary funding was spent the City Council passed a Resolution that restricted the spending of the discretionary funds to an area that is within a 1.5 mile radius of the Arrowhead Regional Medical Center. The third year of discretionary funds was budgeted for improvements to West Valley Park (currently closed), a facility that is within the 1.5 mile radius of the Medical Center. DISCUSSION/ANALYSIS: Last summer the City Manager's Office in concert with RHA Landscape Architects - Planners submitted a preliminary plan for proposed "phase one" improvements at West Valley Park. Specifically, phase one improvements referred to limited site grading, utility improvements (specifically lighting), parking lot improvements, removal of existing playground equipment (because it does not comply with current ADA Standards, and its poor location), the installation of benches, barbecues, walkways and trees, to the Parks and Recreation Commission. Rather than support the project the commission had concerns with regards to the safety of the West Valley Park site and its visibility from the street (San Bernardino Avenue). The West Valley Project was discussed with the Parks and Recreation Commission once again on April 21,1999. On April 26, 1999 the commission held a special meeting to discuss the West Valley Park Project. While they did not provide overwhelming support for the project they did express in writing that they would concur with re- opening the park with the following three safety recommendations: ❑ The park be open during daylight hours only ❑ Install video cameras along with the appropriate signage. ❑ Re-evaluate the site prior to beginning phase two and phase three improvements.
