CITY OF COLTON <br />AGENDA REPORT <br />Council Meeting of Max 4, 1999 <br />TO: Honorable Mayor and Council 'bers <br />APPROVAL: Henry T. Garcia, City Manager <br />FROM: Daryl J. Parrish, Assistant City Manager <br />SUBJECT: Consider the Re -Opening of West Valley Park and Proceed with <br />"Phase One" Improvements with Funding Acquired through the <br />Memorandum of Understanding between the County of San <br />Bernardino and the City of Colton <br />DATE: April 28,1999 <br />BACKGROUND: <br />When the Memorandum of Understanding between the County of San Bernardino and <br />the City of Colton was approved in 1995, $100,000 of discretionary funding was <br />provided by the County, to the City of Colton for three consecutive years. After the first <br />year of discretionary funding was spent the City Council passed a Resolution that <br />restricted the spending of the discretionary funds to an area that is within a 1.5 mile <br />radius of the Arrowhead Regional Medical Center. The third year of discretionary funds <br />was budgeted for improvements to West Valley Park (currently closed), a facility that is <br />within the 1.5 mile radius of the Medical Center. <br />DISCUSSION/ANALYSIS: <br />Last summer the City Manager's Office in concert with RHA Landscape Architects - <br />Planners submitted a preliminary plan for proposed "phase one" improvements at West <br />Valley Park. Specifically, phase one improvements referred to limited site grading, <br />utility improvements (specifically lighting), parking lot improvements, removal of existing <br />playground equipment (because it does not comply with current ADA Standards, and its <br />poor location), the installation of benches, barbecues, walkways and trees, to the Parks <br />and Recreation Commission. Rather than support the project the commission had <br />concerns with regards to the safety of the West Valley Park site and its visibility from <br />the street (San Bernardino Avenue). <br />The West Valley Project was discussed with the Parks and Recreation Commission <br />once again on April 21,1999. On April 26, 1999 the commission held a special meeting <br />to discuss the West Valley Park Project. While they did not provide overwhelming <br />support for the project they did express in writing that they would concur with re- <br />opening the park with the following three safety recommendations: <br />❑ The park be open during daylight hours only <br />❑ Install video cameras along with the appropriate signage. <br />❑ Re-evaluate the site prior to beginning phase two and phase three improvements. <br />Item # 18 <br />
