CITY OF COLTON <br />CITY COUNCIL AGENDA REPORT <br />For Council Meeting of October 19, 1999 <br />TO: Honorable Mayor and City <br />APPROVAL: Henry T. Garcia, City <br />FROM: Thomas K. Clarke, Utility Director _& — <br />SUBJECT: Approval of Development Plan Between the City of Colton and G. W. Singletary <br />for Infrastructure Improvements Pertaining to the Proposed Center Street <br />Extension <br />DATE: September 23, 1999 <br />BACKGROUND <br />G. W. Singletary is proposing to develop property in southwest Colton and as part of this development, he <br />is planning to extend Center Street from its present terminus westerly to Placentia Lane. This project <br />would justify the addition of major infrastructure to the area known as Southwest Annexation 44. <br />DISCUSSION / ANALYSIS <br />Development is being proposed that would border on the Riverside -San Bernardino County lines at the <br />southern Colton City limits. As part of this plan, the developer is acquiring rights-of-way to extend Center <br />Street from its present terminus westerly to Placentia Lane. The preliminary plan is to have the street <br />centerline follow the county line with forty-four (44) feet in Colton and 44 feet in Riverside. <br />Since the developer is requesting municipal services from Colton on the north half of the street, it would <br />be prudent to have the City extend water and wastewater services to the region and to perform other <br />planned improvements to provide and enhance service in that area. The City would extend these services <br />all the way to Riverside Avenue. This would satisfy the 1991 agreements that obligated the City to provide <br />municipal services to the annexed areas. <br />All of the planned improvements were contemplated in the recently approved Water and Wastewater <br />Master Plans. In fact, much of the engineering studies, costs estimates, and preliminary designs were <br />completed as part of the Water Master Plan. Because of this, Staff is requesting that the formal bidding <br />procedure be waived for the engineering and design phase of the project. This will save considerable <br />expense because it will not have to be replicated by other bidders. In addition, the water improvements <br />are included in the amounts forwarded through the sale of the Water Improvement Revenue Bonds. The <br />work for the sewer improvements has adequate funding from amounts collected from capital improvement <br />and connection fees for sewer service. <br />The engineer's estimates for the various components of this project are as follows: <br />• New well in the annexed area $550,000 <br />• New 16" water lines from La Cadena to <br />the vicinity of Key Street 825,000 <br />Page 1 of 2 <br />Item #7 <br />
