Site History <br />The Site, depicted in Exhibit "A" of the staff report, consists of four parcels of land totaling <br />approximately 11.41 acres located on Santo Antonio Drive. Phase I of the Site, consists of three <br />parcels of land owned by the Developer(s), Behzad and Angela Barouti and Nasser and Flora <br />Etebar, principals involved with Giant Inland Empire RV Center, Inc. ("Giant RV"). Phase II of the <br />site, which consists of one additional parcel of land, is adjacent to the Phase I and has recently <br />been purchased by the Developer(s). <br />B. Site Characteristics <br />The subject property is located in the Cooley Ranch Redevelopment Project Area and is generally <br />located behind the Wal-Mart store on the south side of Santo Antonio Drive, east of Mt. Vernon <br />Avenue, south of the Reche Canyon Channel and west and north of the I-215 freeway. The <br />property was not previously developed although streets and public utilities have been improved to <br />the site. <br />The subject property is within the Cooley Ranch Planned Community and is zoned PC- Planned <br />Community with an underlying Commercial land use designation. Surrounding land uses include <br />commercial to the west, multi-family to the north, and is bounded by the I-215 freeway on the east <br />and south. <br />The site, which is adjacent to the I-215 freeway, has excellent freeway visibility and is readily <br />accessible from the I-215 freeway via Mt. Vernon Avenue and Santo Antonio Drive. <br />Item #13 <br />
