HUTTON, PUBLIC WORKS DIRECTOR <br />SUBJECT: FINAL ACCEPTANCE OF TRACT 15784 AND <br />AUTHORIZATION TO RELEASE PERFORMANCE/LABOR <br />AND MATERIAL BONDS G.F.R. ENTERPRISES, LOCATED <br />NORTHERLY OF JOHNSTON STREET AND HUNTER <br />ROAD <br />DATE: JANUARY 26, 2000 <br />BACKGROUND: <br />Tract 15784 is a 4 acre residential development, located at Hunter Road between Mill Street <br />and Johnston Street. The development consists of 16 single family residential lots. This tract <br />was constructed by G.F.R. Enterprises. <br />At the last City Council meeting of January 18, 2000 Council Member Richard De La Rosa <br />raised a question concerning the drainage adjacent to this tract development. He requested <br />that staff investigate his concerns of standing drainage water at the intersection of 8th and <br />Johnston, to determine if this tract had any responsibilities towards resolving this issue. <br />Staff findings in regards to the condition of ponding water at 8th and Johnston is, historically, <br />this area receives nuisance drainage from as far West as Pennsylvania Avenue. The drainage <br />flows easterly along the northerly side of Johnston Street, eventually accumulating at the <br />intersection of Eight and Johnston. This area is very flat, resulting in nuisance drainage <br />ponding. <br />As a condition of this Tract, a Hydrology report was required of this development. The <br />Hydrologic Calculations for Tract 15784 was prepared by Thatcher Engineering and <br />Associates and reviewed for approval by the City Engineer. <br />This tract development has not created any adverse drainage impacts to the area, in fact, the <br />report bears out that the development has reduced local impacts on drainage, see attached <br />report. <br />PAGE 1 OF 2 Item #1 <br />
