Pamsh, Assistant City Manager� <br />SUBJECT: Capital Infrastructure Study / Staff Revisions to the Mohle Grover <br />Traffic Study ORDINANCE NO. <br />DATE: February 28, 2000 <br />BACKGROUND: <br />Purpose of the Study: <br />The Topping Jacquess Capital Infrastructure Study is intended to be a citywide <br />evaluation of existing and future capital infrastructure needs based on the projected <br />build-out of the City of Colton as defined by the City General Plan. The goal of the <br />study is to ensure that adequate infrastructure and funding will be in place to meet the <br />needs of the City of Colton as it proceeds towards its ultimate build-out. Since new <br />development places an additional burden on existing City Infrastructure and Public <br />Services, it stands to reason, that without mitigation, services are eventually reduced to <br />levels that are not acceptable. Periodic adjustments of development impact mitigation <br />fees are sometimes necessary to partially offset the costs of such infrastructure and <br />services and to keep pace with the demand for such infrastructure and services. <br />Levels of Review: <br />AD-HOC COMMITTEE: The Topping Jacquess Study completed in November 1997 <br />was not done in a vacuum, rather it was developed in the presence of an ad-hoc <br />committee comprised of representatives from the development and business <br />communities. <br />PLANNING COMMISSION: The Topping Jacquess Study was reviewed by the <br />Planning Commission at Public Hearings held on November 26, 1996 and February 24, <br />1998 where the Commission adopted Resolution NO. R-01-98 its recommendation to <br />the City Council to accept the Capital Infrastructure Study with exceptions. The <br />exceptions generally have to do with adjusting the development fees for Parks and <br />Traffic Mitigation fees. The recommendation from the Planning Commission was <br />delayed at the request of the City Manager to allow the opportunity for one additional <br />review of the study by the "Capital Projects Team." <br />CAPITAL PROJECTS TEAM REVIEW: The Capital Projects Team consists of staff <br />members Robb Steel, Tom Clarke, John Hutton, AI Holliman, Greg Lantz, James King, <br />and Daryl Parrish. Additionally David Zamora and Andres Soto participated in this <br />project, as they were the key staff associated with the Capital Infrastructure Study as it <br />proceeded through the ad-hoc committee and the Planning Commission. The Capital <br />Projects Team reviewed the study and discussed the methodologies used for <br />Item #2 <br />
