It identifies the housing
needs of the City, and recommends ways to meet these needs while balancing other community objectives
and available resources. The Housing Element provides residents and local government officials with a
greater understanding of the housing needs in Colton. Thus, it provides an effective tool for the decision
making process on housing issues.
Key findings include the following:
• Colton's growth rate in the 1990's was neazly equal to that of San Bernazdino County.
■ Cohon has a young population with a median age of 27.5 yeazs.
■ Household size is slightly lazger than the region, with an average of 3.175 persons per household.
• Cohon is largely built out, however there is the capacity to build approximately 7,687 additional
housing units.
• The majority of lazge pazcels of undeveloped land aze located in the Reche Canyon and La Loma Hills
azeas of the City. Most of this lazge vacant or spazsely developed area is cutrently zoned at low
densities.
