Item #3 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF August 6, 2002 <br />Honorable Mayor and City Council <br />AL: Daryl Parrish, City Manager 4— <br />FROM: City Attorney <br />SUBJECT: Special Events and Park Events Ordinance <br />BACKGROUND: <br />Recently, City staff has seen an influx in the use of City property and private property by <br />large groups. Such uses are causing wear and tear on such property and require <br />extensive City staff time to provide coordination, and traffic and crowd control. <br />Concerned with this increase of use of City property and private property, a team was <br />assembled to draft an ordinance that would provide uniform permit procedures for all <br />special events within the City, to promote community involvement and pride, and to <br />ensure that all such special events are conducted in a safe and orderly fashion to <br />benefit all those who live and visit the City. <br />For the past several months, the City Attorney and City staff have met several times to <br />discuss and revise the proposed Ordinance. <br />DISCUSSION/ANALYSIS: <br />An oral presentation will be given to the City Council at the August 5th meeting further <br />detailing the above discussions, procedures, and options for the City Council. Below is <br />a brief overview of the changes this Ordinance proposes to make to Chapter 5.44. <br />Currently, Chapter 5.44 provides that all outdoor festivals and special events <br />applications must be approved by the City Council. This Ordinance, however, would <br />establish a Special Events Committee, composed of representatives from each City <br />department, which would meet on an as -needed basis to approve or deny special event <br />applications. This Ordinance would also allow for appeals to be heard by the City <br />Council or the City Manager (or other neutral hearing officer). <br />RVPUB\AYC\636962 <br />
