Item #9
CITY OF COLTON
AGENDA REPORT
FOR THE CITY COUNCIL MEETING OF DECEMBER 17, 2002
TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS
FROM: AMER JAKHER, P.E., CITY ENGINEER )
SUBJECT: AUTHORIZATION REQUEST TO AWARD CONSTRUCTION
INSPECTION CONTRACT FOR THE EDA PROJECT NO. 07-01-
05132 -CONSTRUCTION OF INFRASTRUCTURE IMPROVEMENTS
TO SERVE THE COOLEY RANCH AREA TO GK & ASSOCIATES IN
THE AMOUNT OF $35, 000.00
DATE: DECEMBER 5, 2002
BACKGROUND:
The EDA PROJECT NO. 07-01-05132 (CONSTRUCTION OF INFRASTRUCTURE
IMPROVEMENTS TO SERVE THE COOLEY RANCH AREA) is adjacent to Ashley Furniture site
and consists of reconstruction of a portion of two (2) existing streets (East Cooley Drive and South
Cooley Drive), construction of two (2) new streets (Drivers World Parkway and Frontage Road),
construction of various concrete improvements (curb, gutter, AC berm, sidewalk, handicap ramps,
and reinforced box culverts), installation of water and sewer mains and the required laterals,
construction of storm drain manholes and pipelines to connect the proposed storm drain system,
installation of street light bases, conduits and lines for the electrical system, and relocation of
pipelines. The Council awarded the construction contract for this project on October 1, 2002.
Due to the diversity of the scope of work of this project, a full-time inspector is necessary for proper
execution of all the activities of the project. Presently, the Engineering Department has only one
public works inspector. Since the current inspector performs routine inspections on private
development and current public works projects, there is insufficient time available for proper
inspections of proposed EDA project.
On August 29, 2002, RFP (Request for Proposal for Construction Inspection) was sent out to three
(3) Engineering Firms. Staff received formal proposal from Engineering Firms namely:
GK & Associates from Diamond Bar, California
L. D. King, Inc. from Ontario, California
Infrastructure Consultants, Inc. from Lake Forest, California
