DELGADO, Human Resources Manager d' i <br />SUBJECT: Approve Selection of Management Consultant, Dembrowsky and <br />Associates, to Conduct Salary/Compensation/Classification Study for the <br />General Unit, the Mid -Manager Employees Unit, and the Executive Unit <br />at a cost of $67,135 <br />DATE: January 28, 2002 <br />BACKGROUND: <br />Memoranda of Understanding for the General Unit and the Mid -Manager Employees unit, approved by City <br />Council on August 21, 2001, states that "...The City will contract with a mutually agreed upon consultant to <br />complete a compensation study and will implement the compensation study effective January 1, 2002..." <br />The Summary of the Proposed Changes to the City of Colton Consolidated Compensation Resolution for the <br />Executive Unit, approved by City Council on August 21, 2001, sets forth that "...The City will contract <br />with a qualified entity to conduct a citywide salary survey prior to July 1, 2002. Effective July 1, 2002, the <br />results of the new study will be implemented for all Executive Unit Members (staff and appointed officials) <br />by this Consolidated Compensation Resolution for the Executive Unit..." <br />ANALYSIS/DISCUSSION: <br />In order to satisfy the "mutually agreed upon" condition of the Memoranda of Understanding (MOU), a <br />committee was formed to represent all interested parties: Council Member Sarah Zamora, Council Member <br />John Mitchell, SBPEA (Mid -Manager Employees Unit) Labor Representative Malcolm Simmons, SBPEA <br />(General Unit) Labor Representative Dave Holmgren, Executive Unit Representative Tom Clarke, Assistant <br />City Manager Al Holliman, Human Resources Technician Blanca Arambula and Human Resources <br />Manager Teresa Delgado. <br />At its first meeting on January 7`", the Salary/Compensation Study Committee interviewed two firms <br />HRCS represented by Donald A. Lumpkin, President/CEO, Dana L. Lumpkin, Off -Site Project <br />Manager and Cindy Newman, On -Site Consultant. <br />DEMBROWSKY AND ASSOCIATES represented by Andrea Dembrowsky, President. <br />
