CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF NOVEMBER 19, 2002 <br />Item #7 <br />TO: Honorable Mayor and City Council Members <br />FROM: Al Holliman, Assistant City Manager <br />SUBJECT: Consider and Approve the Amendment to the Memorandum of Understanding <br />(MOU) to Modify Scheduled Work Hours for School Resource Officers Between <br />the City of Colton and the CPOA (Colton Police Officers Association — Police <br />Rank & File). Approve and Adopt RESOLUTION NO. R-133-02 <br />DATE: November 7, 2002 <br />BACKGROUND: <br />The purpose of this amendment is to modify the scheduled work hours for School Resource Officers <br />(hereinafter referred to as "SRO's"). This request has been reviewed by the Assistant City Manager, the <br />Association President and the Chief of Police. <br />DISCUSSION/ANALYSIS: <br />Schedule changes are necessary to provide better services to community schools, enhancing the partnership <br />between schools and the Colton Police Department, strengthening relationships between students and Police <br />Officers. <br />Additionally, the proposed modified work schedule will aid in attracting qualified Police Officers to serve <br />as SRO's, to provide a positive reduction in the crime rate associated with truancy and other crimes <br />involving students attending school. This will further promote the effective management of police <br />resources. <br />FINANCIAL IMPACT: All funds have been previously approved with the 2002/2003 budget, accrued <br />compensatory time will be offset by the mandatory time taken. <br />ENVIROMENTAL IMPACT: <br />None. <br />Staff recommends that the Members of the City Council accept the agreement between the City of Colton <br />and CPOA and approve the amendment to the MOU to modify scheduled work hours for School Resource <br />Officers; approve and adopt RESOLUTION NO.
