Item #13 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF NOVEMBER 19, 2002 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER (0 SUBJECT: REQUEST TO ACCEPT OFFER OF RIGHT OF WAY DEDICATIONS FOR VARIOUS PORTIONS OF LAND ADJACENT TO COOLEY DRIVE, IN CONJUNCTION WITH EDA PROJECT NO. 07-01-05132 — CONSTRUCTION OF INFRASTRUCTURE IMPROVEMENTS TO SERVE THE COOLEYRANCH AREA DATE: NOVEMBER 7, 2002 BACKGROUND: The E.D.A. Project No. 07-01-05132: Construction of Infrastructure Improvements to Serve the Cooley Ranch Area consists of new storm drain pipelines, a 10" water distribution main, electric conduits and street lighting, as well as the rehabilitation of existing street sections. New curb & gutter, sidewalks, handicap access, landscaping and irrigation will be constructed in the Cooley Ranch area, including, but not limited to the area directly adjacent to the new Ashley Furniture development on Cooley Drive. In the course of the Engineering Design for the above -noted EDA Project, it became clear that additional dedications of public right of way would be necessary: 1. To allow for the construction of street improvements and utilities per City of Colton Standard Drawings; 2. To comply with American Disability Act (ADA) requirements for Handicap Ramp installations; 3. To allow for the functional design of the Project; and 4. To insure adequate access for the public to the site upon completion of the Project. ANALYSIS/DISCUSSION: The necessary dedications were prepared by W. J. McKeever, Inc., the Civil Engineering firm that engineered and designed the EDA Project. The proposed Dedication Plats have been plan -checked and approved by the City Engineer and are attached to this report as Exhibit "A-1 through A-6". These dedications are for street purposes only and are not in fee.
