Item #15 <br />CITY OF COLTON <br />For the City Council Meeting <br />of November 19, 2002 <br />TO: Honorable Mayor and Councilmembers <br />FROM: Daryl Parrish, City Manager <br />SUBJECT: Consideration and Approval of Resolution Adopting an Offsite <br />Directional Sign Program. <br />DATE: November 8, 2002 <br />Background <br />On October 2, 1984, the City Adopted Ordinance 1668, which established an Off -Site <br />Directional Sign program for new housing developments. In January 1985, the City <br />authorized the Baldy View Chapter of the Building Industry Association to manage the <br />Uniform Off-site Subdivision Directional Sign Program (attachment "A"). <br />On April 16, 2002, the City adopted Ordinance 0-03-02, which superseded Ordinance <br />1668, and established new sign criteria for the City, Colton Municipal Code Chapter <br />18.50. Kiosk signs are defined as an advertising and directional sign approved by the <br />planning commission and/or city council to advertise future residential subdivision, <br />residential planned communities or local business promotion and civic event sponsored <br />by such associations. Chapter 18.05.050 K allows kiosk signs to be erected without a <br />permit, provided they are approved by the planning commission and/or city council. <br />For the past several years, the City and the Redevelopment Agency have been involved <br />in a series of discussions with the RV Dealers to implement marketing programs that <br />will increase their visibility. In fact, the Redevelopment Agency Board contributed a total <br />of $150,000 to a cooperative RV marketing campaign, Miracle Mile of RVs, over the <br />past two fiscal years to assist in those efforts. The RV Dealers have requested that the <br />City consider a directional sign program, something to aid the consumer in locating the <br />dealerships once they enter the Cooley Ranch area. At least one dealer has indicated <br />that implementation of a directional sign program will contribute to his decision to <br />expand his current operation in Colton. <br />On October 7, 2002, the REAC (Redevelopment Executive Advisory Committee) <br />considered a Directional Kiosk Sign Program and directed staff to meet with the RV <br />Dealers to identify suitable locations and to work out the details of the signs' design, <br />while maintaining a balance between aesthetics and commerce, without compromising <br />safety. <br />R:\ShueRDA\X1eetings\2002 Meetings\RDA City Council\Novembtt 19, 2002Wdealem 111802.doc <br />
