CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF AUGUST 5, 2003 <br />TO: HONORABLE MAYOR AND MEMBERS OF TH I COUNCIL <br />FROM: AL HOLLIMAN, ASSISTANT CITY MANAGE <br />SUBJECT: <br />DATE: <br />Item #16 <br />APPROVE THE MEMORANDUM OF UNDERSTANDING AND <br />APPROVE AND ADOPT THE PROPOSED RESOLUTION FOR THE <br />COLTON FIRE ASSOCIATION. <br />JULY 29, 2003 <br />The three-year Memorandum of Understanding (MOU) with the <br />represented by the Colton Fire Association, expired on June 30, 2003. <br />and Colton Fire Association have been negotiating for a successor <br />months. <br />DI SCUSSION/ANALYSIS: <br />City's Fire bargaining unit, <br />Representatives of the City <br />MOU over the last several <br />Representatives of the City and the Colton Fire Association have reached a tentative agreement, <br />subject to formal City Council approval, with a term ending June 30, 2004. <br />The changes to the MOU and related salary and benefit increases were based upon the average <br />compensation of surrounding cities/fire districts. Because of the uncertain fiscal condition of local <br />government in future fiscal years, only a one-year contract could be offered to the Colton Fire <br />Association. Furthermore, because the average total compensation was below the market <br />average by 18%, the City could not afford salary and benefit increases of that magnitude in fiscal <br />year 2003/04. Therefore, portions of the increase are to be retroactive to July 1, 2002 to enable a <br />significant shift of expenses to fiscal year 2002/03, when the City had surplus revenues over <br />expenses. The retroactive payments are only for active Colton Fire Association employees as of <br />the proposed approval date of this MOU, August 5, 2003. <br />The Summary of Changes is attached and the changes within the agreement will be incorporated <br />into a subsequent comprehensive MOU with the Fire Association. <br />Some of the key provisions in the MOU provide the foilowing: <br />. Retroactive pay for currently active Fire Association employees only, attributed to FY 02/03 <br />budget based on the following percentages: Firefighter retroactive increase of 6.95%; <br />Firefighter Medic retroactive increase of 6.84%; Fire Engineer retroactive increase of <br />7.49%; Fire Captain retroactive increase of 7.99%; Fire Marshal and Battalion Chief <br />retroactive increases of 10.69%. <br />• The monthly medical insurance premium allowance will increase by $129 for a total of <br />$775, retroactive to July, 2002 for curcently active Fire Association employees only. <br />• Remove the Uniform Policy from the MOU and include a belt replacement clause. <br />• Increase vacation by 40 hours per fiscal year. <br />
