FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS Award of FY03-04 and FY04-05 Bio -Solids Hauling Contract to in the Amount of *$_/Ton July 28, 2003 Item #18 BACKGROUND The FY03-04 and FY04-05 Wastewater Budgets included funds for the hauling and disposal of bio -solids (wastewater sludge) from the Wastewater Treatment Plant. The existing sludge hauling contract for the Wastewater Treatment Plant expired on June 30, 2002. DISCUSSION /ANALYSIS The CUA has solicited bids for the FY03-04 sludge hauling contract for the Wastewater Treatment Plant. Bid opening will occur on August 4, 2003 at 10:30 A.M. *A supplemental staff report with the bid analysis will be issued following bid opening for CUA consideration. Under the terms of the contract, the City, at the recommendation of the Director of Water and Wastewater, may renew the contract for one additional year (FY04-05). FINANCIAL IMPACT Sufficient funds are available in the Wastewater Professional Services Account 522-8200-8200-2350 for sludge hauling. ENVIRONMENTAL IMPACT The State of California and County of San Bernardino govern the environmental manner in which bio -solids are disposed. The hauler must comply with all State and County environmental regulations.
