FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: Approve a Resolution for a Budget Transfer of $1,000,000 from the Prop 50 Perchlorate <br />Account to the Well 15/17 & 24 Wellhead Treatment Account <br />DATE: July 28, 2003 <br />BACKGROUND <br />In January of 2003, the CUA passed Resolution No. CUA -2003-01, that Declared An Emergency Condition, <br />Requiring Immediate Action to Ensure the Reliable Delivery of a Pure, Wholesome and Potable Water Supply <br />and Negotiation/Execution of Contracts as Necessary for Emergency Repairs and Services to Complete a <br />Design -Build Wellhead Treatment System for Well Nos. 15, 17, and 24. <br />1 <br />DISCUSSION/ANALYSIS <br />The construction of these facilities is currently in process. An amendment to the budget is necessary for funds <br />to complete the project. <br />FINANCIAL IMPACT <br />Even though the $1 M received was put in a grant fund, Account No. 521-6889, it needs to be transferred to <br />the Capital Project Account, No. 521-8100-8105-3895, at this time. This will facilitate payment to the <br />contractors/vendors. <br />ENVIRONMENTAL IMPACT <br />None. <br />RECOMMENDATION <br />Staff recommends that Colton Utility Authority approve the attached resolution for a budget transfer of <br />$1,000,000 so that timely payment can be made to contractors/vendors for completion of necessary wellhead <br />treatment. <br />Prepared by: Eric R.
