Item #6 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF DECEMBER 16,2003 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER a SUBJECT: APPROVE RESOLUTION APPROPRIATING ADDITIONAL FUNDS FOR - CONSTRUCTION OF CDBG STREETS AND ALLEY IMPROVEMENT PROJECT AND AUTHORIZE FINAL ACCEPTANCENOTICE OF COMPLETION FOR THE PROJECT ALL AMERICAN ASPHALT, INC. DATE: DECEMBER 5,2003 BACKGROUND: On July 1, 2003, the City Council authorized the award of construction of CDBG Streets and Alley Improvement Project to All American Asphalt, Inc. in the amount of $1,082,367.53. This Project is comprised of five (5) separate and individual Community Development Block Grant (CDBG) Projects, located in three (3) of the Council Districts, which were combined, with the approval of the Department of Economic & Community Development (ECD), as administrators of San Bernardino County CDBG funds. The scope of work for the project includes asphalt paving, construction of concrete curb and gutter, sidewalk, driveways and handicapped ramps, and landscaping and irrigation repair. During construction, it was determined that additional quantities of excavation, sidewalk, curb and gutter, and drive approach were necessary to complete the project. Certain locations adjacent to the project limit, which are not a part of the plans, were added to complete the improvement of the neighborhood. The total amount for this additional work is $210,644.02 (19.46% of contract amount) and was added to the contract of All American Asphalt, Inc. as Change Order for the project (see attached summary as Exhibit "A"). In addition to the Change Order for All American Asphalt, Inc., an additional amount of $23,655.87 was expended for the staking services of the project performed by John Egan and Associates. To minimize the cost of construction staking, some of the surveying was performed by the City staff. ANALYSIS/DISCUSSION: The contractor has completed the work and satisfied all the requirements of contract terms and agreement. The project commenced on July 7, 2003 and was completed on September 15, 2003. The records indicate that this project was completed within the allowable working days.
