Item #6 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF DECEMBER 16,2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER a <br />SUBJECT: APPROVE RESOLUTION APPROPRIATING ADDITIONAL FUNDS <br />FOR - CONSTRUCTION OF CDBG STREETS AND ALLEY <br />IMPROVEMENT PROJECT AND AUTHORIZE FINAL <br />ACCEPTANCENOTICE OF COMPLETION FOR THE PROJECT <br />ALL AMERICAN ASPHALT, INC. <br />DATE: DECEMBER 5,2003 <br />BACKGROUND: <br />On July 1, 2003, the City Council authorized the award of construction of CDBG Streets and Alley <br />Improvement Project to All American Asphalt, Inc. in the amount of $1,082,367.53. This Project is <br />comprised of five (5) separate and individual Community Development Block Grant (CDBG) <br />Projects, located in three (3) of the Council Districts, which were combined, with the approval of <br />the Department of Economic & Community Development (ECD), as administrators of San <br />Bernardino County CDBG funds. The scope of work for the project includes asphalt paving, <br />construction of concrete curb and gutter, sidewalk, driveways and handicapped ramps, and <br />landscaping and irrigation repair. <br />During construction, it was determined that additional quantities of excavation, sidewalk, curb and <br />gutter, and drive approach were necessary to complete the project. Certain locations adjacent to the <br />project limit, which are not a part of the plans, were added to complete the improvement of the <br />neighborhood. The total amount for this additional work is $210,644.02 (19.46% of contract <br />amount) and was added to the contract of All American Asphalt, Inc. as Change Order for the <br />project (see attached summary as Exhibit "A"). <br />In addition to the Change Order for All American Asphalt, Inc., an additional amount of $23,655.87 <br />was expended for the staking services of the project performed by John Egan and Associates. To <br />minimize the cost of construction staking, some of the surveying was performed by the City staff. <br />ANALYSIS/DISCUSSION: <br />The contractor has completed the work and satisfied all the requirements of contract terms and <br />agreement. The project commenced on July 7, 2003 and was completed on September 15, 2003. <br />The records indicate that this project was completed within the allowable working days. <br />
