DELGADO Human Resources er Mana 'Ef/" <br />Manager <br />SUBJECT: APPROVE REQUEST FOR RECLASSIFICATION OCCASIONED BY <br />DEPARTMENT REORGANIZATION <br />DATE: December 8, 2003 <br />BACKGROUND: <br />Under provisions of Administrative Policy 4.05.330 and approved modifications, an employee may <br />request that a classification study be formally conducted "...at any time provided that such requests <br />cannot be made more than once a year..." [Emphasis added.] The process directs that certain steps <br />be taken and it requires input and approval of the immediate supervisor and department head. The <br />Human Resources Manager reviews and evaluates the Position Questionnaire and submits a <br />recommendation to the City Manager for approval or denial. A timeline is strictly observed to <br />protect the employee's appeal rights. <br />DISCUSSION/ANALYSIS: <br />When first hired, the subject employee's position was shared, as receptionist and clerk, between <br />Public Services Division and Water/Wastewater Department. Following the recent merger of the <br />Public Services Division with the Engineering Department, management staff decided that <br />sufficient work existed to assign the subject employee exclusively to the Public Services <br />Department. Accordingly, the duties assigned to the position have expanded to include Cal Card <br />reporting, agenda report preparation, budget preparation, and accounts payable. In addition, the <br />subject employee is solely responsible for maintaining the Synergen system in the department. This <br />position serves 43 employees in the following divisions: Auto Shop, Graffiti, Streets, Parks and <br />Public Services. <br />Following Human Resources' study, and the department head's recommendation, the new <br />classification designation and applicable salary range are listed below: <br />Class <br />Department Current Class Proposed Class Proposed Salary (Monthly) <br />Public Office Specialist II Senior Office Specialist $2,567 Step "A" to $3,120 Step "E" <br />Services <br />
