Item #4 CITY OF COLTON AGENDA REPORT Council Meeting of January 7, 2003 TO: Honorable Mayor and Council Members FROM: Daryl J. Parrish, City Manager SUBJECT: Approval of Statement of Principle and Mission Statement Language for the "Labor - Administrative Coalition" Resolution No. R-01-03 DATE: December 30, 2002 BACKGROUND: The Governor of the State of California has announced that the state faces a "dramatic and painful' budget deficit of $34.8 billion in the remainder of the current (2002/03) and the next (2003/04) fiscal years. The Governor has called upon the legislature to immediately enact the $10.1 billion in budget reductions recently called for and promised he would propose additional budget cut recommendations and revenue increases early in January 2003. To combat the state government from once again raiding local revenues to solve its fiscal woes, the League of California Cities in concert with representatives of organized labor have joined together to form the "Labor - Administrative Coalition." The purpose and mission of the coalition is codified in the following "Statement of Principle and Mission Statement Language." DISCUSSION/ANALYSIS: In November and December 2002, the City of Colton and other Inland Empire Cities, in concert with the League of California Cities have met with representatives of organized labor. Mayor Bennett, Council Members Chastain and Ramos and City Manager Parrish represented the City of Colton. Other cities represented include Rancho Cucamonga, Barstow, Victorville, Rialto, Loma Linda, Fontana, Apple Valley, Riverside, San Bernardino, Big Bear Lake, Upland, Grand Terrace, Highland and Ontario. The League of California Cities was also represented. Organized Labor was represented by the following: Operating Engineers Local 12, AFL- CIO Labor Council, United Food and Commercial Workers Local 1167, Teamsters Locals 63 and 911, Carpenters and Joiners, HOD Carriers Local 783, Plumbers and Pipe Fitters Local 409, Inland Empire PORAC, San Bernardino County Firefighters, San Bernardino Public Employees Association and Labor International. The Labor -Administrative Coalition has adopted the following language for its Statement of Principle and Mission Statement:
