Item #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF JULY 15, 2003 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CIT COUNCIL <br />FROM: AL HOLLIMAN, ASSISTANT CITY MANAGER AV <br />SUBJECT: APPROVE THE MEMORANDUM OF UNDERSTANDING FOR THE <br />MEMBERS OF THE CITY OF COLTON AND THE COLTON POLICE <br />OFFICERS ASSOCIATION (RANK AND FILE UNIT). <br />DATE: <br />BACKGROUND: <br />JULY 8, 2003 <br />The three-year MOU with the City's Police Rank and File bargaining unit, represented by the Colton <br />Police Officers Association (CPOA), expired on June 30, 2003. Representatives of the City and CPOA <br />have been negotiating for a successor MOU over the last several months. <br />ANALYSIS/DISCUSSION: <br />Representatives of the City and the Colton Police Officers Association have reached an agreement with a <br />term to June 30, 2004. The successor MOU is attached and the changes within the agreement will be <br />incorporated into a subsequent comprehensive MOU with the CPOA. <br />Some of the key provisions in the MOU provide the following: <br />• Police Officers will realize a 5% increase to base pay; Corporal/Detectives 6% increase; Support <br />Services Supervisor 3% increase (benchmarked above Police Officer) and Sergeants will realize a <br />3 % increase. <br />• The monthly medical insurance premium allowance will increase by $129 for a total of $775. <br />• POST Certificate allowance as follows: <br />• Bilingual pay of $50 per month is available to all eligible members of the CPOA. <br />• Increase annual tuition reimbursement by $1,500 to a total of $2,500. <br />ENVIRONMENTAL IMPACT: <br />This item does not carry any environmental impact. <br />Intermediate <br />Advanced <br />Supervisory <br />Police Officers <br />3.50% <br />1.00% <br />N.A. <br />Corporals/Detectives <br />3.50% <br />1.00% <br />N.A. <br />Sergeants <br />3.50% <br />1.00% <br />1.00% <br />• Bilingual pay of $50 per month is available to all eligible members of the CPOA. <br />• Increase annual tuition reimbursement by $1,500 to a total of $2,500. <br />ENVIRONMENTAL IMPACT: <br />This item does not carry any environmental impact. <br />
