Item #14 CITY OF COLTON AGENDA REPORT FOR THE COUNCIL MEETING OF JULY 15, 2003 TO: HONORABLE MAYOR AND MEMBERS OF THE CIT COUNCIL FROM: AL HOLLIMAN, ASSISTANT CITY MANAGER AV SUBJECT: APPROVE THE MEMORANDUM OF UNDERSTANDING FOR THE MEMBERS OF THE CITY OF COLTON AND THE COLTON POLICE OFFICERS ASSOCIATION (RANK AND FILE UNIT). DATE: BACKGROUND: JULY 8, 2003 The three-year MOU with the City's Police Rank and File bargaining unit, represented by the Colton Police Officers Association (CPOA), expired on June 30, 2003. Representatives of the City and CPOA have been negotiating for a successor MOU over the last several months. ANALYSIS/DISCUSSION: Representatives of the City and the Colton Police Officers Association have reached an agreement with a term to June 30, 2004. The successor MOU is attached and the changes within the agreement will be incorporated into a subsequent comprehensive MOU with the CPOA. Some of the key provisions in the MOU provide the following: • Police Officers will realize a 5% increase to base pay; Corporal/Detectives 6% increase; Support Services Supervisor 3% increase (benchmarked above Police Officer) and Sergeants will realize a 3 % increase. • The monthly medical insurance premium allowance will increase by $129 for a total of $775. • POST Certificate allowance as follows: • Bilingual pay of $50 per month is available to all eligible members of the CPOA. • Increase annual tuition reimbursement by $1,500 to a total of $2,500. ENVIRONMENTAL IMPACT: This item does not carry any environmental impact. Intermediate Advanced Supervisory Police Officers 3.50% 1.00% N.A. Corporals/Detectives 3.50% 1.00% N.A. Sergeants 3.50% 1.00% 1.00% • Bilingual pay of $50 per month is available to all eligible members of the CPOA. • Increase annual tuition reimbursement by $1,500 to a total of $2,500.
