Item #18 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JULY 15, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: AUTHORIZATION REQUEST TO ENTER INTO A LICENSE <br />AGREEMENT WITH THE COLTON JOINT UNIFIED SCHOOL <br />DISTRICT TO PROVIDE CHILD CARE FACILITIES AT RECHE <br />CANYON, WOODROW WILSON AND COOLEY RANCH <br />ELEMENTARY SCHOOLS AND AUTHORIZATION TO <br />SOLICIT PUBLIC BIDS FOR RECHE CANYON AND <br />WOODROW WILSON CHILD CARE FACILITIES <br />INSTALLATION <br />DATE: July 7, 2003 <br />The City desires to construct and operate Child Care Facilities at the following locations: <br />• Reche Canyon Elementary School, located at 3101 Canyon Vista Drive. <br />• Cooley Ranch Elementary School, located at 1000 South Cooley Drive. <br />• Woodrow Wilson Elementary School, located at 750 South 8T` Street. <br />Pursuant to Education Code section 17296 and Welfare and Institutions Code section <br />189860.40(A), the City may construct the child care facilities on School District property, where the <br />City will provide child care and development services and any other service which will enhance the <br />health, development and well-being of children. <br />The construction of the child care facilities on School District Property is exempt from approval by <br />the Department of General Services and would be under the jurisdiction and approval of the City's <br />Building and Safety Division. <br />Colton Unified School District may grant this license to the City to construct and operate child care <br />facilities on District property pursuant to Education Code section 35160. The term of this License <br />Agreement would be for twenty (20) years with an option to extend for two (2) additional periods <br />of five (5) years each ("additional Terms"). <br />The CDBG Child Care Modular Units Project consists of the installation of a 2160 square foot <br />modular building to be used for child care services at Reche Canyon and Wilson Elementary School <br />sites. The Project involves installation of a manufactured modular building, construction of raised <br />
