Zamora, Community Development Director Item #11 SUBJECT: Approval of CDBG Delegate Agency Agreement with the County of San Bernardino Department of Economic and Community Development (ECD) for the Period of July 1, 2003 to June 30, 2006 DATE: 15, 2003 BACKGROUND: On August 20, 2002, the City Council approved, and entered into a"Cooperation Agreement for Community Development Block Grant Funds" with the San Bernardino County Department of Economic and Community Development (ECD), covering Fiscal Years 2003-2004, 2004-2005 and 2005-2006. The Delegate Agency Agreement is a subordinate and supplementary agreement, per Section 16 of said Cooperation Agreement. Similar to the existing Delegate Agency Agreement, which will expire on June 30, 2003, the proposed agreement, and its attachments, set forth the procedures which the City and County are required to follow in the implementation of Community Development Block Grant (CDBG) funded activities. DI SCUSSION/ANALYSI S: The County ECD Department has provided three (3) copies of the Delegate Agency Agreement with attachments, which are required to be approved by the City Council and executed by the Mayor. The proposed agreement enables the City to directly implement CDBG funded activities. When approved by Council, the Delegate Agency Agreement will be effective from July 1, 2003 to June 30, 2006. ALTERNATIVES: There are really no alternatives. All Community Development Block Grant cooperating cities are required to execute a Delegate Agency Agreement with the County. FINANCIAL IMPACT: The Delegate Agency Agreement is required by the County of San Bernardino in order for the City to receive CDBG funds for the next three fiscal years. The City is scheduled to receive $556,000 in CDBG funds for Fiscal Year 2003-2004. ENVIRONMENTAL IMPACT: None. RECOMMENDATION: Staff recommends that the City Council approve the Bernardino ECD Department, covering the period of execute the three (3) copies of the Agreement on resolution approving the Agreement.
