Zamora, Community Development Director <br />Item #11 <br />SUBJECT: Approval of CDBG Delegate Agency Agreement with the County of San Bernardino <br />Department of Economic and Community Development (ECD) for the Period of July <br />1, 2003 to June 30, 2006 <br />DATE: <br />15, 2003 <br />BACKGROUND: <br />On August 20, 2002, the City Council approved, and entered into a"Cooperation Agreement for Community <br />Development Block Grant Funds" with the San Bernardino County Department of Economic and <br />Community Development (ECD), covering Fiscal Years 2003-2004, 2004-2005 and 2005-2006. The <br />Delegate Agency Agreement is a subordinate and supplementary agreement, per Section 16 of said <br />Cooperation Agreement. Similar to the existing Delegate Agency Agreement, which will expire on June 30, <br />2003, the proposed agreement, and its attachments, set forth the procedures which the City and County <br />are required to follow in the implementation of Community Development Block Grant (CDBG) funded <br />activities. <br />DI SCUSSION/ANALYSI S: <br />The County ECD Department has provided three (3) copies of the Delegate Agency Agreement with <br />attachments, which are required to be approved by the City Council and executed by the Mayor. The <br />proposed agreement enables the City to directly implement CDBG funded activities. When approved by <br />Council, the Delegate Agency Agreement will be effective from July 1, 2003 to June 30, 2006. <br />ALTERNATIVES: <br />There are really no alternatives. All Community Development Block Grant cooperating cities are required to <br />execute a Delegate Agency Agreement with the County. <br />FINANCIAL IMPACT: <br />The Delegate Agency Agreement is required by the County of San Bernardino in order for the City to <br />receive CDBG funds for the next three fiscal years. The City is scheduled to receive $556,000 in CDBG <br />funds for Fiscal Year 2003-2004. <br />ENVIRONMENTAL IMPACT: <br />None. <br />RECOMMENDATION: <br />Staff recommends that the City Council approve the <br />Bernardino ECD Department, covering the period of <br />execute the three (3) copies of the Agreement on <br />resolution approving the Agreement. <br />Attachments: Resolution <br />Delegate Agency Agreement with the County of San <br />July 1, 2003 to June 30, 2006; authorize the Mayor to <br />behalf of the City of Colton, and adopt the attached <br />Delegate Agency Agreement (3 copies) <br />REVIEW TEAM ONLY <br />City Attorney: <br />Finance Director: <br />City Manager. ` i /�Z � OTHER: <br />
