Item #12
CITY OF COLTON
AGENDA REPORT
FOR THE COUNCIL MEETING OF JUNE 3, 2003
TO: Honorable Mayor and Members of the City Council
FROM: David R. Zamora, Community Development Director
SUBJECT: Approval to Amend Professional Services Agreement with Michael
Brandman Associates (MBA) to Provide Professional Environmental
Services/CEQA Processing for the Pacific Rail Industries Rail
Dismantling and Salvage Operations Facility
DATE: May 22, 2003
BACKGROUND:
On September 3, 2002, the City Council approved a Professional Services Agreement with Michael
Brandman Associates (MBA) in the amount of $75,633 for the preparation of an Environmental
Impact Report (EIR), for the Pacific Rail Industries Rail Dismantling And Salvage Operations
Facility, located at 785 East "M" Street. All costs
for the project are paid by Pacific Rail Industries. There is no cost or fiscal impact to the City.
The applicant is requesting that two additional amendments be added to their modified Conditional
Use Permit: (1) transloading services and activities: currently the Union Pacific Railroad is
conducting transloading activities on the site, and (2) to allow an increase in the amount of material
that may be stored overnight: the applicant is currently limited to overnight storage of material
produced by two rail cars.
Since the two (2) additional amendments will result in substantial revisions to the Administrative
Draft of the FIR currently in progress, an Amendment to the existing Agreement's Scope of Work
and a Budget Augment in the amount of $45,842 is required in order to proceed with the applicant's
request.
ANALYSIS/DISCUSSION:
Staff has worked with the Consultant and the applicant to assess the expansion of the project and
the approach to use in assessing environmental impacts related to the new activities that will be
