Item #25 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JUNE 17, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIILL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER �i� ^ 101. <br />SUBJECT: APPROVE AND ADOPT THE AUTHORIZING RESOLUTION <br />ADDING COOLEY DRIVE BIKE LANE PROJECT, SETTING <br />ASIDE $10.200 FROM UNALLOCATED MEASURE I PROGRAM <br />AND ADDING FY02/03 HANDICAP RAMP PROJECT TO FY <br />2002/2003 CAPITAL IMPROVEMENT PROJECTS <br />DATE: JUNE 10, 2003 <br />BACKGROUND: <br />In FY 1995/1996, the City applied for and received grant funds in the amount of $38,100 from <br />Article 3 Bicycle/Pedestrian Program to provide a class 11 bike lane along Cooley Drive from <br />Mount Vernon Avenue to Washington Street. Total cost estimate for the project is $48,300, which <br />includes $10,300(21%) of City participation. <br />In addition there are $6,250 available from Article 3 funds to install handicap ramps at various <br />locations within the City. Staff estimates that a total of 12 ramps can be constructed from the <br />available funds <br />ANALYSIS/DISCUSSION: <br />Funds for Cooley Drive Bike Lane Project and FY02/03 Handicap Ramp Project will expire on <br />June 30, 2003, if not spent or encumbered by that date. Staff is proposing completing all of the <br />handicap ramps and a major portion of Bike Lane Project by using City crews. A portion of Bike <br />Lane Project can be added to the current contract with Matich, Inc. for improvements in Cooley <br />Ranch area. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are exempt under CEQA Section 15301 (b) — Repairs of <br />existing highways and streets. <br />
