Item #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF AUGUST 3, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVAL OF: (1) CALTRANS "PROGRAM SUPPLEMENT NO. <br />M003 TO ADMINISTERING AGENCY -STATE AGREEMENT NO. <br />08-5065" AND (2) RESOLUTION AUTHORIZING CITY MANAGER <br />TO EXECUTE PROGRAM SUPPLEMENTAL AGREEMENT AND (3) <br />RESOLUTION TO APPROPRIATE FUNDS IN THE AMOUNT OF <br />$55000 AS LOCAL SHARE OF DESIGN FOR THIS PROJECT <br />DATE: July 26, 2004 <br />BACKGROUND: <br />The City of Colton previously applied for funds through the State of California Department of <br />Transportation ("Caltrans") to construct Traffic Signal Improvements at the intersection of Main <br />Street and Iowa Avenue. This Traffic Signal project is part of the State's "TEA -21 Surface <br />Transportation Program (STP)" and qualifies for funding under the Congestion Mitigation and Air <br />Quality (CMAQ) Program. The City of Colton has partnered with the City of Grand Terrace and <br />the County of Riverside to provide local matching funds for this significant project. The scope of <br />this project is to construct improvements at the intersection of Main Street and Iowa Avenue, <br />including adding a westbound lane on Main street; construction of curb and gutter on the north side <br />of Main Street and on the east side of Iowa Avenue; relocation of a billboard and a utility vault <br />located on the Northeasterly corner of this intersection; and construct a traffic signal. <br />ANALYSIS/DISCUSSION: <br />On March 7, 2001, the City Of Colton as lead agency for the project, entered into an agreement <br />with San Bernardino Associated Governments (SANBAG) for STP funds provided through the <br />TEA -21 in the amount of $250,000. The total estimated project cost is $400,000. <br />The City must submit to Caltrans a fully executed and signed "Program Supplement No.M003 to <br />Administering Agency -State Agreement Project No.STPL-5065(008)" (also known as a "Program <br />Supplemental Agreement") and a resolution authorizing the City Manager to execute the Program <br />Supplemental Agreement.
