Item #7 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF MARCH 2, 2004 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER SLIBJECT: APPROVE RESOLUTION AMENDING THE BUDGET FOR FY 03- 04, APPROPRIATING ADDITIONAL FiJNDS FROM PROPOSITION 40 (PER CAPITA GRAN'I'), FOR THE CONSTRUCTION OF CDBG CHILDCARE MODULAR PROJECT AND AUTHORIZATION REQUEST TO AWARD CONSTRUCTION CONTRACT IN THE AMOUNT OF $335,517 TO MEADOWS CONSTRUCTION SERVICES INC., AS THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER FOR THIS PROJECT. DATE: FEBRUARY 23, 2004 BACKGROiIND: The GDBG Child Care Modular Units Project consists of the installation of 2160 square foot modulaz buildings to be used for childcaze services at Reche Canyon and Wilson Elementary School sites. Currently the City has following funding allocations and ECD (Economic and Community Development) approval for these listed CDBG (Community Development Block Grant) Projects. • Reche Canyon Elementary School — ECD Project Number 104-24118 -$16Q000. • Woodrow Wilson Elementary School — ECD Project Number 104-26118 -$180,000 The original scope of work for the project includes the installation of a manufactured modular building construction of concrete walkways, handicap ramps and installation of water and sewer at each facility. The bids with original scope were opened on December 4, 2003 and the lowest bid in the amount of $414,685 was considerably over the funds available ($315,000). The City chose to reject all bids and solicit new bids by phasing the project into two (2) phases: a) Fabrication of Modulaz Units and placement on site, b) Construction of on-site improvement for Modular Buildings with the remaining funds. The first phase of the project includes the installation of a manufactured modular building and construction of necessary stem walls. On February 17, 2004, staff received formal bids from two (2) firms, with their corresponding bid amount as follows: 1. Meadows Construction Services Inc. $ 335,517.00 2. R. Jensen Company $ 366,600.00
