Item #7 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MARCH 2, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SLIBJECT: APPROVE RESOLUTION AMENDING THE BUDGET FOR FY 03- <br />04, APPROPRIATING ADDITIONAL FiJNDS FROM PROPOSITION <br />40 (PER CAPITA GRAN'I'), FOR THE CONSTRUCTION OF CDBG <br />CHILDCARE MODULAR PROJECT AND AUTHORIZATION <br />REQUEST TO AWARD CONSTRUCTION CONTRACT IN THE <br />AMOUNT OF $335,517 TO MEADOWS CONSTRUCTION <br />SERVICES INC., AS THE LOWEST RESPONSIVE AND <br />RESPONSIBLE BIDDER FOR THIS PROJECT. <br />DATE: FEBRUARY 23, 2004 <br />BACKGROiIND: <br />The GDBG Child Care Modular Units Project consists of the installation of 2160 square foot <br />modulaz buildings to be used for childcaze services at Reche Canyon and Wilson Elementary <br />School sites. Currently the City has following funding allocations and ECD (Economic and <br />Community Development) approval for these listed CDBG (Community Development Block <br />Grant) Projects. <br />• Reche Canyon Elementary School — ECD Project Number 104-24118 -$16Q000. <br />• Woodrow Wilson Elementary School — ECD Project Number 104-26118 -$180,000 <br />The original scope of work for the project includes the installation of a manufactured modular <br />building construction of concrete walkways, handicap ramps and installation of water and sewer at <br />each facility. The bids with original scope were opened on December 4, 2003 and the lowest bid in <br />the amount of $414,685 was considerably over the funds available ($315,000). The City chose to <br />reject all bids and solicit new bids by phasing the project into two (2) phases: a) Fabrication of <br />Modulaz Units and placement on site, b) Construction of on-site improvement for Modular <br />Buildings with the remaining funds. <br />The first phase of the project includes the installation of a manufactured modular building and <br />construction of necessary stem walls. On February 17, 2004, staff received formal bids from two (2) <br />firms, with their corresponding bid amount as follows: <br />1. Meadows Construction Services Inc. $ 335,517.00 <br />2. R. Jensen Company $ 366,600.00 <br />
