Item #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF NOVEMBER 169 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION AMENDING THE BUDGET FOR <br />2004-2005 CIP BUDGET AND AUTHORIZE THE AWARD OF <br />CONTRACT FOR CONSTRUCTION OF FIRE TRAINING <br />TOWER FACILITIES AT FIRE STATION NO. 1 TO HORIZONS <br />CCI SERVICES, INC. AS THE LOWEST RESPONSIVE AND <br />RESPONSIBLE BIDDER IN THE AMOUNT OF $2629475. <br />DATE: NOVEMBER 99 2004 <br />BACKGROUND: <br />The existing Fire Department training tower was originally built in 1957, by Fire Department <br />personnel. The structure consists of telephone poles at each corner with three tier platforms with <br />2x4 and 2x6 construction, attached at 10 -foot intervals. In 1962 the tower was enclosed and <br />windows, doors, and an interior stairway constructed to simulate conditions found in a multi -story <br />structure. The tower was constructed without the benefit of engineered plans, nor reviewed for <br />compliance with existing building codes at that time. <br />The scope of work of the project includes installation of foundation and construction of elevated <br />steel structure of four (4) floor levels with interior stairs under a flat roof. <br />On September 7, 2004, the City Council approved the request to solicit public bids for new steel <br />training tower and on September 30, 2004, staff received bids from two (2) firms, with their <br />corresponding bid amount as follows: <br />1. Horizons CCI Services, Inc. — Anaheim, Ca. $ 2625475.00 <br />2. WRG Fire Training Simulation Systems, Inc. - Portland, Oregon $ 2685515.00 <br />ANALYSIS/DISCUSSION: <br />Upon review, City staff found that Horizons CCI Services, Inc. of Anaheim, California is the <br />lowest responsive and responsible bidder in the amount of $262,475. <br />CONFLICT OF INTEREST: <br />Exact Business Name: Horizons CCI Services, Inc. <br />President or equal: Hatem Ibrahim <br />Contact or representative: Kinan Kotrash <br />
