Item #7 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF January 18,2005 <br />TO: Honorable Mayor and City Council <br />FROM: Tom Hendrix, Fire Chief <br />SUBJECT: Consider Re -Approval of the State Office of Emergency Services <br />(OES) Fire Engine Agreement. <br />DATE: January 10, 2005 <br />BACKGROUND: <br />The State Office of Emergency Services (OES) maintains a fleet of 100 fire engines as <br />a state resource to combat major fires and assist in other types of disasters such as <br />earthquakes. The engines are assigned to various local government fire departments <br />throughout the State and are staffed with local government firefighters. When OES <br />engines are assigned to an incident, they respond as a strike team comprised of five <br />engines. <br />On June 28, 2001, the City Council approved an Agreement with the State to assign an <br />OES engine to Colton; the Agreement is now due for re -approval. <br />DISCUSSION/ANALYSIS: <br />The Agreement allows the Fire Department to utilize the OES engine as a reserve unit <br />when our first line apparatus is out of service for repairs. It also allows the engine to be <br />used on second alarm and greater fires and on major disasters when our existing <br />engines are committed to numerous incidents. <br />In return for the use of the OES engine, Colton Fire Department will provide staffing for <br />the engine when it responds to mutual aid incidents. Staffing costs related to mutual aid <br />responses to forest agencies or declared disasters will be reimbursed by the State, as <br />is the current practice with existing mutual aid polices. The Agreement also calls for the <br />City to provide routine maintenance of the unit; however, if repairs are necessary, the <br />City will pay for the first $50.00 and the State will pay for the remainder. <br />The new Agreement is essentially the same as the agreement approved by the City <br />Council in 2001, with the following revisions: <br />1 . Expiration Date- the new agreement does not have an expiration <br />date and will now remain open-ended. <br />2. The insurance requirement costs have been increased. <br />3. Training requirements have been updated and revised. <br />4. Information regarding the Agreement for Use of Radio Equipment <br />has been merged into the body of the document. <br />
