ITEM #3 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JULY 199 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: KENNETH RULON, CHIEF OF POLICE bV <br />SUBJECT: CONSIDERATION OF AN ORDINANCE ADDING CHAPTER 10.40 TO <br />THE COLTON MUNICIPAL CODE TO ESTABLISH A PREFERENTIAL <br />PARKING PROGRAM <br />DATE: JULY 79 2005 <br />BACKGROUND: <br />The Police Department has determined that problems exist in the 800 block of Grant Street, <br />Colton. This residential area experiences parking intrusion from San Bernardino Valley College. <br />The proposed Ordinance introduces a procedure by which affected residents and merchants can <br />petition the Police Department to post "no parking" signs on their streets. <br />DISCUSSION/ANALYSIS: <br />The proposed Ordinance calls for establishing parking districts near problem areas based on <br />studies by the Public Services Department and the Police Department. District boundaries will be <br />carefully drawn to anticipate possible parking spillovers and proximity to schools and parks. <br />Tentative districts will be established to expedite previously known problem area "hot spots," and <br />will be presented to the City Council for approval at a later date. The City Council will also be <br />presented with a resolution to set the parking permit fee and the amount of violation penalties. It <br />is expected that final preferential parking districts will be presented to the City Council in October, <br />2005. <br />Once districts are adopted by the City Council, the Police Department will process "no parking" <br />requests within adopted districts, on a case-by-case basis, upon receiving a petition from at least <br />two-thirds of the residents on a particular street segment. The petition will be accepted after the <br />Public Services and Police Departments have established the validity of the parking problem. "No <br />parking" signs are posted after proper notifications. Each household will be issued one permit for <br />each registered car, plus one guest permit. New cars, commercial deliveries and service vehicles <br />are exempted from this regulation. <br />
