CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF MARCH 15, 2005 <br />Item #20 <br />TO: <br />HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: <br />KENNETH RULON, CHIEF OF POLICE <br />SUBJECT: <br />APPROVE ATTACHED AGREEMENT WITH SAN BERNARDINO <br />COUNTY TO PROVIDE LAW ENFORCEMENT SERVICES TO THE <br />ARROWHEAD REGIONAL MEDICAL CENTER; AUTHORIZE THE <br />CITY MANAGER TO NEGOTIATE AND EXECUTE THE AGREEMENT; <br />APPROVE THE ATTACHED RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF COLTON, CALIFORNIA AMMENDING THE BUDGET <br />FOR FISCAL YEAR COMMENCING JULY 1, 2004 AND ENDING JUNE <br />30,2005; AND AUTHORIZE STAFF TO BEGIN THE RECRUITMENT <br />AND APPOINTMENT FOR THE POSITIONS AS SET FORTH IN THE <br />AGREEMENT. <br />DATE: <br />FEBRUARY 18, 2005 <br />BACKGROUND: <br />The County of San Bernardino has requested a proposal from the City of Colton Police <br />Department to provide law enforcement services to the Arrowhead Regional Medical Center <br />(ARMC). ARMC currently provides on-site security but the Center's demands on our patrol officers <br />are affecting our abilities to maintain proactive patrols in the west end of the City. <br />DISCUSSION/ ANALYSIS: <br />The Police Department recently met with the staff of ARMC in reference to the Center's demands <br />on our patrol officer's time in determining jurisdiction where crime victims arriving at the Center <br />had actually been injured and assisting their private security in maintaining a law enforcement <br />presence at the Center. Staff at ARMC requested that we submit a proposal to them to determine <br />if it would be beneficial to all parties to have the Colton Police Department provide law <br />enforcement staff at the Center to supplement their security staff. Under the terms of the <br />agreement, the County of San Bernardino ARMC will pay the City of Colton $607,115.00 per year <br />for the services to be provided and an additional $79,000.00 in one-time start-up costs. The initial <br />term of the agreement will be three (3) years, with two one (1) year renewal terms. The City can <br />terminate this agreement with sixty (60) days notice. The following is a summary of the <br />Agreement: <br />1. The Agreement provides for the hiring of four (4) police officers; including salaries, <br />benefits, and other ancillary costs as determined by the police department. The police <br />department will have an officer assigned to ARMC 24 -hours per day, 365 days -per - <br />year; <br />2. The Agreement provides for the compensation of one-half the salary and benefits of a <br />Police Sergeant to provide supervision and weekly liaison with ARMC staff. The Police <br />Sergeant's additional time will be spent handling administrative duties within the police <br />department. <br />3. The Agreement provides for administrative support costs equal to 13% of total costs; <br />4.
