Zamora, Community Development Director <br />SUBJECT: Consideration of an Amendment to the General Plan Land Use Map to <br />Re -designate Property from Low Density Residential to Low Density <br />Residential/Planned Community and an Amendment to the City of <br />Colton Official Zoning Map to Rezone Property from R-1 (Single Family <br />Residential) to R-1/PC (Single Family Residential/Planned <br />Community) for Property Located at 488 and 502 West Johnston Street; <br />and an Environmental Assessment, File Index Number DAP -000-373. <br />(Planning Commission Recommendation: Denial); Appeal of the <br />Planning Commission Denial of Architectural/Site Plan Review and <br />Approval of Tentative Tract Map Number 17187, a Proposal to Subdivide <br />Two Parcels into 26 Single Family Residential Lots Located at 488 and <br />502 West Johnston Street (26 Colton LLC, Tony Diaz, Applicant). <br />DATE: May 9, 2005 <br />BACKGROUND: <br />The applicant, 26 Colton LLC, is requesting City Council approval of a General Plan Amendment <br />from Low Density Residential to Low Density Residential/Planned Community, and a Zone <br />Change from R-1 (Single Family Residential) to R-1/PC (Single Family Residential/Planned <br />Community) for the property located at 488 West Johnston Street (Assessor Parcel Number <br />0160-111-07-0000) and 502 West Johnston Street (Assessor Parcel Number 0160-111-08-0000), <br />and an Environmental Determination that the proposed project warrants approval of a Mitigated <br />Negative Declaration and Mitigation Monitoring and Reporting Program. <br />In addition to the above request, the applicant is also requesting an appeal of the Planning <br />Commission's denial of the Architectural, Site and Elevation Plans and approval of Tentative Tract <br />Map Number 17187, which is a proposal to subdivide the two referenced parcels of property, <br />located at 488 and 502 West Johnston Street, into 26 single family residential lots. The proposed <br />development would subdivide approximately 4.51 gross acres into 26 single-family residential lots <br />below the minimum 7,200 S.F. lot size required under the R-1 Zone. The Planning Commission <br />considered the applicant's request at two Public Hearings on March 22nd and April 12'", 2005. <br />After considerable discussion and public testimony, the Commission on a 6-1 vote, denied the <br />proposed project and adopted Resolution Number R-03-05. <br />ANALYSIS/DISCUSSION: <br />Single-family residences and other structures are currently located within the two parcels. In order <br />to develop the proposed project, the existing residences and structures will be required to be <br />demolished. The applicant is requesting approval to add the Planned Community land use <br />designation because the proposed lot sizes are below the minimum lot sizes required by the R-1 <br />
