Zamora, Community Development Director <br />SUBJECT: Consideration of an Amendment to the General Plan Land Use Map to <br />Re-designate Property from Low Density Residential to Low Density <br />Residential/Planned Community and an Amendment to the City of <br />Colton Official Zoning Map to Rezone Property from R-1 (Single Family <br />Residential) to R-1/PC (Single Family Residential/Planned Community) <br />for Property Located at 488 and 502 West Johnston Street; and an <br />Environmental Assessment (Mitigated Negative Declaration), File Index <br />Number DAP-000-358. <br />DATE: <br />August 29, 2005 <br />BACKGROUND: <br />The applicant is requesting approval of a General Plan Amendment from Low Density Residential <br />to Low Density Residential/Planned Community and a Zone change from R-1 (Single Family <br />Residential) to R-1/PC (Single Family Residential/Planned Community) for two existing parcels <br />located at 488 and 502 West Johnston Street. Also being requested is approval of a Mitigated <br />Negative Declaration and Mitigation Monitoring and Reporting Program. <br />This is the same project that was considered by the City Council on May 17, 2005. The Council <br />will recall that in addition to the above request, the applicant was also appealing the decision of <br />the Planning Commission's denial of Tentative Tract Map No. 17187, a proposal to subdivide the <br />two referenced parcels into 25 single family residential lots, with lot areas less than the minimum <br />lot area of seven thousand two hundred square feet (7,200 S.F.) required by the Zoning <br />Ordinance, and the architectural, site and elevation plans of the proposed residential dwelling <br />units. The Council upheld the Commission's denial of the project and also denied the applicant's <br />request for a General Plan Amendment, Zone Change, and Mitigated Negative Declaration. <br />However, the Council requested that the applicant meet with staff to redesign the tentative <br />tract map that would provide a minimum of 7,200 S.F. lots and allow the project to be re- <br />considered during the current calendar year. <br />Subsequent to the Council's action, the applicant met with staff and has revised the project. The <br />revised map has reduced the number of residential lots from 26 to 22. In addition, each lot <br />has a minimum area of seven thousand two hundred (7,200) square feet, which is <br />consistent with the minimum lot area for the R-1 single family residential zone. A table <br />showing the lot number and lot area for the 22 lots is attached to this report. <br />The General Plan Amendment and Zone Change to add the Planned Community land use <br />designation is still required in order to modify the lot dimensions for the proposed project. <br />According to the revised tentative tract map, 19 of the proposed lots do not meet the minimum <br />
