<br />COUNCIL MEETING
<br />JUNE 16, 1981
<br />A regular meeting of the City Council of the City of Colton was held on the above
<br />given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Gonzales
<br />presiding.
<br />Mayor Gonzales led the group in the Pledge of Allegiance to the Flag.
<br />Invocation was offered by Councilman Leroy Rehrer.
<br />ROLL CALL:
<br />Council Members present were Hayes, Cisneros, Rehrer, Garcia, and Mayor Gonzales.
<br />Also present were City Manager Trevino, City Attorney Edwards, and City Clerk
<br />Ramos.
<br />CONSENT CALENDAR:
<br />Bids
<br />Wastewater Treatment Plant
<br />Mr. Robert A. Krieger, of Krieger & Stewart, Engineering Consultants, spoke to the
<br />Council Members with regard to the bid opening for the construction and installa-
<br />tion of the Wastewater Treatment Plant Renovation.
<br />Mr. Krieger advised that after the bid opening, May 27, 1981, the low bidder,
<br />Equinox -Malibu, sent a telegram advising there was a bid error resulting in a
<br />possible underestimate of cost for the total bid package, and they would notify
<br />the City later of their intent position. Mr. Krieger continued that a second tele-
<br />gram was received from Equinox -Malibu advising they were in agreement with their
<br />original bid and would take a bid award if the City chose to do so.
<br />Mr. Krieger said the bid submitted by Equinox, $498,800, was quite low and there,
<br />fore, there was concern over the total construction project, however, after dis-
<br />cussions with a representative from Equinox, it was apparent there was a clear under-
<br />standing of the project and the work to be performed.
<br />Mr. Krieger recommended the City Council award the Contract to the low bidder, Equinox -
<br />Malibu, in the amount of $498,800, and that the award be made as soon as possible so
<br />that the project can be continued on a timely schedule. Mr. Krieger advised the first
<br />phase of the plant expansion is scheduled for completion in September, 1981, and the
<br />second phase is scheduled for completion in January, 1982.
<br />Mr. Krieger further advised that the cost of the renovation project was estimated to
<br />be approximately $703,000 as of June, 1980, however, it is now estimated to be about
<br />$1,028,000, which increase has been attributed to construction cost escalation, low
<br />estimating price quotes from suppliers, low estimates for construction work, and ad-
<br />ditional work that became evident during the course of design.
<br />Councilman Rehrer indicated concern over the increase in costs, and asked if the
<br />City has the funds to cover this, and where these funds will come from.
<br />Assistant to the Finance Director, Jerry Young, stated there will be funds avail-
<br />able in the Depreciation Fund to cover this.
