Recommend denial. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve the Consent <br />Calendar. Unanimous vote. <br />PUBLIC HEARINGS: <br />Zoning <br />P. C. Resolution No. 1023 <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no ob- <br />jections or protests had been received. <br />Planning Director Aguilera advised that the applicant, Presley of Southern Cali- <br />fornia, has requested a zone change from R-3, multiple family residential, to <br />R-3/PC, multiple family residential/planned community, on property located on <br />the northeast corner of San Bernardino Avenue and Sycamore Avenue, for a residen- <br />tial development of 1,096 dwelling units which will consist of 202 single family <br />units, 318 townhouses, and 576 apartments. The Planned Community zone overlay <br />will allow the applicant to vary from the Zoning Ordinance development standards <br />however, these variations are subject to approval of the Planning Commission dur- <br />ing the review of the required Conditional Use Permit. <br />Mr. Aguilera continued the proposed change of zone will render the properties in <br />conformance to the Colton General Plan and the surrounding zoning in the area. An <br />Environmental Review has been conducted and a Negative Declaration has been issued <br />by the Development Review Committee. <br />Mr. Aguilera concluded that the Planning Commission,`at a public hearing held Feb - <br />MAR a 1988 <br />
