COUNCIL MEETING MARCH 2, 1982 165 A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Gonzales presiding. Mayor Gonzales led the group in the Pledge of Allegiance to the Flag. Invocation was offered by the Reverend John Wolf of the Healing Waters Assembly. ROLL CALL: Council Members present were Hayes, Cisneros, Rehrer, Garcia, and Mayor Gonzales. Also present were City Manager Trevino, City Attorney Edwards, and City Clerk Ramos. CONSENT CALENDAR: Minutes February 16, 1982 j� Warrants N 14864 through 15127 103145 through 103304 7 February 25, 1982, Inclusive Q Bids Q Livingston & Graham, $25,526.50, 1982 Portland Cement Concrete Open End Con- tract (Project No. 82-2). Document Files Final Approval of Tract No. 10307. Document Files Accept Easement on Tract No. 11508. Agreements State of California Personnel Board, for Cooperative Personnel Services, and approval of RESOLUTION NO. 4187. Permi is Annual Dance Permit, The Hub, 2001 Valley Boulevard, Colton. Claims Shirley Sutton versus the City of Colton. Recommend denial. Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve the Consent Calendar. Unanimous vote. PUBLIC HEARINGS: Zoning P. C. Resolution No. 1023 Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no ob- jections or protests had been received. Planning Director Aguilera advised that the applicant, Presley of Southern Cali- fornia, has requested a zone change from R-3, multiple family residential, to R-3/PC, multiple family residential/planned community, on property located on the northeast corner of San Bernardino Avenue and Sycamore Avenue, for a residen- tial development of 1,096 dwelling units which will consist of 202 single family units, 318 townhouses, and 576 apartments. The Planned Community zone overlay will allow the applicant to vary from the Zoning Ordinance development standards however, these variations are subject to approval of the Planning Commission dur- ing the review of the required Conditional Use Permit. Mr. Aguilera continued the proposed change of zone will render the properties in conformance to the Colton General Plan and the surrounding zoning in the area. An Environmental Review has been conducted and a Negative Declaration has been issued by the Development Review Committee.
