333 <br />Discussion followed with Councilwoman Garcia stating the motion <br />carried due to two YES votes vs one NO vote. <br />Mayor Huntoon asked City Attorney Edwards for an opinion. <br />City Attorney Edwards stated the motion as he understood it and added <br />that there were only two YES votes therefore, not a majority. <br />Councilwoman Garcia argued that under Roberts Rules of Order two YES <br />votes are the Majority as ABSTENTIONS do not count one way or the <br />other. <br />Mayor Huntoon stated he would vote NO. Councilwoman Garcia was of the <br />opinion the Mayor could not change his vote. <br />After further discussion, Mayor Huntoon declared the matter of <br />Budgeting for a Full Time City Attorney an open item not yet decided. <br />Jobs Bill <br />City Manager Elliott reported on the City's application under the Jobs <br />Bill, stating the Sewer Repair project proposed did not satify the <br />requirement of creating more jobs, therefore, Staff is working with <br />representatives of a Shopping Mall. <br />ADJOURNMENT. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to adjourn <br />Tuesday, June 14, 1983, at 5:30 p.m. Upon unanimous vote, Mayor <br />Huntoon declared the meeting adjourned at 7:30 P.M. <br />_�i_tl .i�J"rt �✓✓i 1. City Clerk <br />ADJOURNED COUNCIL MEETING <br />June 14, 1983 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton was held on the <br />above given date at 5:30 p.m., in the Council Chambers of City Hall, <br />Mayor Huntoon presiding. <br />ROLL CALL: <br />Council Members present were Rios, Cisneros, Rehrer, Garcia, and Mayor <br />Huntoon. Also present were City Manager Elliott, City Attorney <br />Edwards, and City Clerk Ramos. <br />PUBLIC HEARING: <br />Revenue Sharing <br />City Manager Elliott reported as part of the Revenue Sharing Funds <br />procedures, the City must hold a community public hearing on the <br />Proposed Use of Funds, followed by a Public Hearing before the City <br />Council. Mr. Elliott stated staff would recommend that the City <br />Council set June 27, 1983 at 5:30 p.m. as the time for the Council's <br />Public Hearing. <br />On Council consensus June 27, 1983, at 5:30 p.m., in the Council <br />Chambers of City Hall, was set as the time and place for hearing <br />the Revenue Sharing Program. <br />BUDGET <br />Fire <br />Fire Chief Gemmell outlined hiring eight additional fire personnel <br />to man the new Station No. 3. Chief Gemmell explained the in-house <br />promotions that would take place and his desire and need to have a <br />new Division Chief to take over the Administration of the Paramedic <br />Program. <br />JUN L 41983 <br />
