In accordance with <br />Meeting of the City <br />given date, at 4:03 <br />Gonzales presiding. <br />ROT,T. CAT.T. <br />ADJOURNED CITY COUNCIL MEETING <br />December 20, 1991 <br />notice duly and legally given, an Adjourned Regular <br />Council of the City of Colton was held on the above <br />p.m., in the Council Chambers of City Hall, Mayor <br />Council Members present were Roman, Rehrer, Lofy and Mayor Gonzales. <br />Also present were City Manager Stratton, and City Clerk Ramos. <br />Absent were Councilmember Cisneros and City Attorney Brown. <br />STAFF REPORTS: <br />PUBLIC WORKS DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />City Manager Stratton reported that staff recommended approval of the <br />Joint Powers Agreement with Loma Linda for water and sewer services <br />to Scotch Knoll Tract, which is an area adjacent to the City of <br />Colton and it is an area that Loma Linda cannot serve. Further, <br />Mrs. Stratton recommended that the City Council authorize the City <br />Manager to execute the Agreement, subject to review and direction <br />by the City Attorney. <br />Councilman Roman inquired about the capacity of the plant, the <br />capability to expand and ability to handle the demand. City Manager <br />Stratton indicated the need to upgrade the facility in the near future <br />when the hospital is built. There are a half a million hook-ups <br />left and expansion is available for yet another million hook-ups. <br />Motion by Councilman Lofy, seconded by Councilman Roman to approve <br />the Joint Powers Agreement with Loma Linda for Water and Sewer <br />Services to Scotch Knoll Tract. Motion carried by unanimous vote. <br />Recess <br />CLOSED SESSION: <br />The City Council adjourned to Closed Session at 4:08 p. m., to discuss <br />Personnel Matters, pursuant to Government Code Section 54957, and <br />reconvened at 4:32 p. m., all Members present. <br />Mayor Gonzales declared that as a result of Executive Session there are <br />two resolutions before the Council: Resolution No. R-121-91 providing <br />for employment of Leslie Keane Stratton as a special consultant, from <br />December 231 1991 to December 31, 1991, to be paid at $7,138 per month. <br />Resolution No. R-122-91 authorizes the hiring <br />City Manager of the City of Colton, effective <br />starting salary of $8,458 per month, for one <br />upon performance review/approval of the City <br />1 <br />of Mark E. Lewis as <br />December 23, 1991, with <br />year, subject to increase <br />Council. Bond is fixed <br />DEC 2'0 1991 <br />
