SPECIAL COUNCIL MEETING JANUARY 28, 1991 A Specil Meeting of the City Council of the City of Colton was held on the above given date in the Council Chambers of City Hall, located at 650 North La Cadena Drive, Colton, California, at 4:00 p. m., Mayor Gonzales presiding. Notice of Special Meeting was given on January 25, 1991, in compli- ance with Government Code Section 54956. ROLL CALL: Council Members present were Roman, Cisneros, Rehrer, Lofy, and Mayor Gonzales. Also present were City Manager Sotelo, City Attorney Edwards, and City Clerk Ramos. Regional Park & Open Space District, County of San Bernardino City Manager Sotelo stated the issue regarding the City of Colton enter- ing into a Regional Park and Open Space District with the County of San Bernardino and signing a Memorandum of Understanding was discussed at a previous Council Meeting and referred to the Parks and Recreation Commis- sion for review and recommendation. Mr. Sotelo continued the Parks and Recreation Commission discussed this matter at a Special Meeting held Wednesday, January 23, 1991, and the Commission recommended to the City Council, by unanimous vote, to sign the Memorandum of Understanding with the County of San Bernardino and adopt the Resolution to join the Regional Parks and Open Space District, contingent upon the Election results for the City of Colton. Mr. Sotelo said should this measure not pass by a simple majority, the City can request immediate detachment from this area from LAFCO. Mr. Sotelo concluded Staff would recommend signing the Memorandum of Understanding and adopting Resolution No. R-9-91, requesting to be in- cluded in the proposed San Bernardino County Regional Parks and Open Space District. Mr. Gerry Newcombe, representing the San Bernardino County Regional Parks Department, spoke to the City Council regarding Colton's inclusion in the proposed San Bernardino County Regional Parks and Open Space District. Mr. Newcombe stated based on the Election results, within thirty days of the Election, Colton could request detachment from the area from the Local Agency Formation Commission. Councilwoman Cisneros asked if there was still a fee involved, or had this been waived. 1 JAN 2 8 1991
