SPECIAL COUNCIL MEETING <br />JANUARY 28, 1991 <br />A Specil Meeting of the City Council of the City of Colton was held <br />on the above given date in the Council Chambers of City Hall, located <br />at 650 North La Cadena Drive, Colton, California, at 4:00 p. m., <br />Mayor Gonzales presiding. <br />Notice of Special Meeting was given on January 25, 1991, in compli- <br />ance with Government Code Section 54956. <br />ROLL CALL: <br />Council Members present were Roman, Cisneros, Rehrer, Lofy, and Mayor <br />Gonzales. Also present were City Manager Sotelo, City Attorney Edwards, <br />and City Clerk Ramos. <br />Regional Park & Open Space District, County of San Bernardino <br />City Manager Sotelo stated the issue regarding the City of Colton enter- <br />ing into a Regional Park and Open Space District with the County of San <br />Bernardino and signing a Memorandum of Understanding was discussed at a <br />previous Council Meeting and referred to the Parks and Recreation Commis- <br />sion for review and recommendation. <br />Mr. Sotelo continued the Parks and Recreation Commission discussed this <br />matter at a Special Meeting held Wednesday, January 23, 1991, and the <br />Commission recommended to the City Council, by unanimous vote, to sign <br />the Memorandum of Understanding with the County of San Bernardino and <br />adopt the Resolution to join the Regional Parks and Open Space District, <br />contingent upon the Election results for the City of Colton. <br />Mr. Sotelo said should this measure not pass by a simple majority, the <br />City can request immediate detachment from this area from LAFCO. <br />Mr. Sotelo concluded Staff would recommend signing the Memorandum of <br />Understanding and adopting Resolution No. R-9-91, requesting to be in- <br />cluded in the proposed San Bernardino County Regional Parks and Open <br />Space District. <br />Mr. Gerry Newcombe, representing the San Bernardino County Regional Parks <br />Department, spoke to the City Council regarding Colton's inclusion in the <br />proposed San Bernardino County Regional Parks and Open Space District. <br />Mr. Newcombe stated based on the Election results, within thirty days <br />of the Election, Colton could request detachment from the area from the <br />Local Agency Formation Commission. <br />Councilwoman Cisneros asked if there was still a fee involved, or had <br />this been waived. <br />1 <br />JAN 2 8 1991 <br />
