ADJOURNED CITY COUNCIL MEETING September 19, 1991 In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of Colton was held on the above given date, at 5:30 p.m., in the Council Chambers of City Hall, Mayor Gonzales presiding. ROLL CALL Council Members present were Roman, Rehrer, Lofy and Mayor Gonzales. Also present were City Manager Stratton, City Attorney Edwards and City Clerk Ramos. Absent was Councilmember Cisneros. BUDGET: City Manager Stratton stated Finance Director Acevedo would give the Budget Overview. Finance Director Acevedo reviewed the various budget sections included in the Budget Notebook. Under Tab 1, the Schedule of Available Resources to Uses, contains the General Operational Funds, Debt Service Funds and Capital Project Funds. The second page of Tab 1 is the Spending Plans for the Enterprise Funds. Page 3, contains the Spending Plans for Development Funds, A.B. 600. Tab 2 contains the General Fund Revenue by Source and Account. Tab 4 contains the selected Department Sheets for the departments here tonight. The Sheets contain actual expenditures for last fiscal year, the department request and the City Manager's recommendation. Continuing, Mr. Acevedo said the very last sheet in the Notebook is the Summary, of Proposed Appropriations. City Manager Stratton stated the budgets to be considered tonight are funded through the General Fund and they are Fire, Personnel, City Clerk and Community Development. The other departments will be considered at a later date. City Manager Stratton presented a brief history of available fund balances at the end of 1989-90 and 1990-91. Manager Stratton stated for fiscal year 1991-92, the City faces a shortfall of 4.3 million dollars. Discussion with the Council has included borrowing from the sewer fund. The sewer fund currently has available 3.2 million. Manager Stratton said there does not appear to be any other funds to borrow from at this time and another 1 million is needed to balance this year's budget. City Manager Keane said Salaries are 78% of the Budget. There are no layoffs proposed. There is no money to add anything back into the budget. Councilmember Roman asked if any consideration has been given to furlough of employees for one day per month or of something similiar. City Manager Stratton stated that the City Manager with Council direction can maintain a 10% vacancy rate of unfilled positions, that is what she is proposing, furloughs have not been discussed. 1 S E P 19 1,991
