ADJOURNED CITY COUNCIL MEETING <br />JANUARY 12, 1993 <br />In accordance with notice duly and legally given, an Adjourned <br />Regular Meeting of the City Council, of the City of Colton was held <br />on the above given date at 6:00 p.m., in the Community Room of the <br />Colton Public Library, Mayor Gonzales presiding. <br />ROLL CALL: <br />Counc.ilmembers present were Sandoval, Bennett, Rios, Cisneros, <br />Cook, Beltran and Mayor Gonzales. Also present were City Manager <br />Lewis, City .Attorney Biggs and City Clerk. Ramos. <br />STUDY SESSION ON STRUCTURE OF CITY COMMISSIONS <br />City Manager Lewis reported the Council requested this meeting to <br />study the structure of the various Cor *misions established within <br />the City of Colton. To assist the Council, staff prepared a packet <br />of information which contains a list of the existing Commissions, <br />the list of Commission members and copies of the ordinances <br />establishing the commissions. Additionally, the City Attorney will <br />be explaining the necessary actions that must be taken if the <br />Council desires to make changes to the structure of the existing <br />Commissions. <br />City Attorney Biggs reported that under Article XI, Section 7 of <br />the California Constitution, the City Council has the authority to <br />amend the Colton Municipal Code to address the composition of <br />commission members. In order to require that commission <br />appointments be -made by district, the City Attorney would have to <br />review each, section of the Colton Municipal Code establishing a <br />particular commission. Following this, the City Attorney would <br />have to prepare an ordinance which establishes that the appointment <br />of members to a particular commission shall be by district. The <br />ordinance would be subject to a first and second reading and would <br />take effect 60 days fromâ–º introduction. The Manning Commission ,and <br />the Library Board are, somewhat unique, in that they are covered by <br />State Law. <br />It ,was the concensus of the City Council that the various <br />Commissions would be looked at, the Council would conceptually <br />agree as to ghat changes they desired an(l the City attorney would <br />then draft an ordinance incorporating the desired changes for <br />Council consideration. <br />After :much discussion, the following was concurred in by the City <br />Council for inclusion in a new ordinance <br />1 <br />
