TO THE REDEVELOPMENT PLAN FOR THE <br />COOLEY RANCH, PROJECT NO. 4 <br />WHEREAS, the City Council of the City of Colton ("this <br />City Council") has approved: and adopted the Redevelopment Plan <br />for the Cooley Ranch, Project No. 4 (the "Redevelopment Plan„) <br />pursuant to Ordinance No. 1478 adopted by the Mayor and. Council <br />of the City of 'Colton -on July 29, 1975; and <br />WHEREAS, the Redevelopment Agency for the City of <br />Colton (the. "Agency") has filed the appropriate documents pur- <br />suant to Section 33375 of the Health and Safety Code and Section <br />54900, et seq., of the Government Code; and <br />WHEREAS, the base year for taxes allocated pursuant <br />to Section 33670 of the Health and Safety Cocke is the 1975-76 <br />tax year and such tax allocation monies have been remitted by <br />the County of San Bernardino (the "County") and received by the <br />Agency under the Community Redevelopment Law of the State of <br />California; and <br />WHEREAS, the Agency, Staff and City Council, prior to <br />and at the time of adoption of the Redevelopment Plan, intended <br />that the Redevelopment Plain be sufficient authority for the <br />allocation of taxes pursuant to Section 33670 of the Health and <br />Safety Cade, but that the Agency be precluded from issuing tax <br />allocation bonds (as defined in Amendment No3, l to the <br />Redevelopment Plan.) payable from tax allocation revenues <br />pursuant to Section 33641(c) of the Health and Safety Code and <br />issued under the provisions of 'Section 33640, et sed., of the <br />
