2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />RESOLUTION NO. 4294 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON PROCLAIMING A LOCAL EMERGENCY. <br />WHEREAS, heavy rainfall with resultant runoff has <br />created an increased flow in the Santa Ana River in Colton and <br />added rainfall is imminent, and; <br />WHEREAS, the Colton Waste Water Treatment Plant is lo- <br />cated north of the River and is the only facility capable of or <br />available to treat sewage from the portion of Colton south of <br />the River and from the City of Grand Terrace which is entirely <br />south of the River, and; <br />WHEREAS, the connection between those areas and that <br />Plant to transport sewage across the River has been by a line <br />embedded in the river bottom, and; <br />WHEREAS, that line on or about February 28, 1983, was <br />torn out by the current in the River, and; <br />WHEREAS, at present there is no connection in place be- <br />tween that Plant and the City of Grand Terrace and the portion <br />of Colton south of the River , and the sewage generated in those <br />areas, is flowing into the River without treatment. <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON <br />herewith finds and declares that the foregoing constitutes a <br />condition of extreme peril and causes an immediate danger to the <br />health and welfare of persons in and near the City of Colton, <br />which commenced on or about February 28, 1983. <br />Pursuant to Government Code Section 8630 the City <br />Council of the City of Colton proclaims that the foregoing con- <br />stitutes a local emergency and proclaims that a local emergency <br />
