I RESOLUTION NO. R-31-05 <br />2 A RESOLUTION OF THE CITY COUNCIL OF THE <br />3 CITY OF COLTON IN SUPPORT OF LOCOMOTIVE <br />AND RAIL YARD EMISSIONS REDUCTION AND <br />4 MITIGATIONS BILLS—AB 1222 (JONES), AB 888 <br />(DE LA TORRE) AND S13 459 (ROMERO). <br />5 <br />6 WHEREAS, the South Coast Air Basin is one of two "extreme non -attainment" air <br />7 basins for ozone in the United States and to attain federal and state public health standards <br />8 requires the extraordinary effort of the federal, state and local regulatory authorities working <br />in concert; and <br />10 <br />WHEREAS, federal and state health -based ambient air quality standards for ozone <br />11 <br />and PM1 0 are regularly exceeded by a wide margin in the South Coast Air Basin; and <br />12 <br />13 WHEREAS, the United States Environmental Protection Agency has recently <br />14 adopted more stringent 8 -hour ozone and PM 2.5 standards that will require even greater <br />15 emission reductions in the South Coast Air Basin; and <br />16 WHEREAS, emissions from locomotives and rail yard equipment within the South <br />17 Coast Air Basin contribute significantly to exceeding federal and state ozone and PM 10 <br />18 standards, as well as to emissions of diesel exhaust, a toxic air contaminant; and <br />19 WHEREAS, in order to attain state and federal standards for ozone and PM2.5, it is <br />20 necessary that emissions from locomotives and rail yard equipment be controlled or <br />21 otherwise mitigated; and <br />22 WHEREAS, the United States Environmental Protection Agency has authority to <br />23 <br />adopt regulations limiting emissions from locomotives and rail yard equipment, but state <br />24 <br />and local regulatory authority to control emission from these sources is restricted by federal <br />25 <br />law. In order to attain state and federal ambient air quality standards, it is necessary that <br />26 <br />27 emissions from locomotives and rail yard equipment be controlled or mitigated by the <br />281 <br />
