I RESOLUTION NO. R-105-06 <br />2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />3 AMENDING RESOLUTION NO. 2119 TO ADD THE PLACEMENT OF A STOP <br />SIGN AT THE INTERSECTION OF LA CADENA DRIVE APPROACHING <br />4 BARTON ROAD <br />5 WHEREAS, California Vehicle Code section 21354 authorizes a local authority <br />6 to designate any highway under its jurisdiction as a stop intersection and to erect stop <br />7 signs at one or more entrances thereto; and <br />8 WHEREAS, California Vehicle Code section 385 defines a "local authority" as <br />9 the legislative body of a city; and <br />10 <br />WHEREAS, California Vehicle Code section 21101 authorizes the City Council <br />11 <br />of the City of Colton to designate stop intersections by resolution; and <br />12 <br />13 WHEREAS, City staff has received complaints and concerns about traffic safety <br />14 along La Cadena Drive at the intersection of Barton Road; and <br />15 WHEREAS, City staff has performed further analysis and study of the <br />16 intersection that the subject intersection met the AWSC vehicular volume warrants; and <br />17 WHEREAS, there is substantial evidence upon which the City Council may <br />18 reasonably adopt the multi way stop sign design provided for in this Resolution. These <br />19 include: <br />20 1. The multi way stop is an interim measure before the installation of the <br />21 traffic control signal. <br />22 2. The collision history of this intersection indicated more than 5 reported <br />crashes in a 12-month period. <br />23 <br />3. The vehicular volume entering the intersection from (Major Street) La <br />24 Cadena Drive averaged 1,137 vehicles per hour for an 8 hour period in a day. <br />25 4. The (minor street) Barton Road averaged 233 vehiclesp er hour for an 8 <br />26 hour period in a day. <br />27 5. The 851h-percentile approach speed of major traffic is 53 mph. <br />28 6. The City desires to provide every precaution against injuries to persons <br />traveling to and from the subject area. <br />
