CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of.—A rn i1 5, 1999 <br />TO: Honorable Mayor and City Council <br />FROM: John C. Hutton, Director of Public Works <br />SUBJECT: Award of Contract for Phase I of Fogg Street Date: March 31, 1988 <br />Extension Project, City Project #81-5 <br />Staff received and opened three bids for the Fogg Street Extension Project, Phase <br />I from Congress Street to "M" Street. The three firms bidding the project were <br />Bonadiman McCain, Inc., Riverside Construction Co., and Vance Corp. A bid summary <br />sheet is attached. <br />After a review of the bid proposals and the combination of alternatives by J.F. <br />Davidson and Associates, the project engineers, it was determined that Bonadiman- <br />McCain Inc. was the low bidder utilizing bid Alternates "A-1" for street improvements <br />and "A-2" for storm drain improvements. (Attached is a recommendation from J.F. <br />Davidson :and Associates.) Due to the bids coming in substantially higher than what <br />was originally anticipated, staff has met on several occasions with the project <br />engineer and the adjacent property owners to discuss alternate financing mechanisms <br />And joint cooperation in the project. <br />Hugo-Newprowler Corp., one of the adjacent property owners, through discussions with <br />the Community Development Director, has indicated that it may be willing to participate <br />in the project by cooperative agreements. (The amount of the contribution is currently <br />being negotiated.)In addition to the discussions concerning contributions on the <br />part of the property owner, staff has also been investigating the possibility of an <br />assessment district. <br />Since the low bid amount ($636,293 by Bonadiman McCain) was substantially higher than <br />what was budgeted for the project in FY87-88 ($300,000) staff would suggest one of <br />the two following alternatives: <br />1. Council authorize the City Manager and staff to negotiate with <br />the prospective contractor a multi-year phased contract for the <br />project over FY87-88 and FY88-89 to include the following. <br />A. For FY87-88 (present year), contractor be limited <br />to the work from Alternate "A-1" - Street Improve- <br />ments, line items 1 thru 5 which include all <br />mobilization for clearing and grubbing, street <br />earthwork including embankment work and street aggregate <br />base work; and from "A-2" - Storm Drains, line 15: <br />116' of 18" storm drain and line item 14: 139' of 84" <br />storm drain. <br />Attachments: 2 <br />Page 1 of.____ 2 <br />Item No. 3 <br />
